End Date of Current Term of Contract: December 31, 2026 This Service Order ( "SO ) is issued pursuant to Contract #
2520280 ( "Contract ) between the City of Philadelphia ( "City or "CoP ) and
[Vendor Name (blank until selected)] . This Service Order shall automatically terminate upon the earlier of: the termination or expiration of the Contract as it may be extended through renewal terms; the specified End Date set forth below;
OR when Services have been performed under the SO totaling the Maximum Budget of $165,880 set forth below. Provider is responsible for tracking hours to ensure that the approved number is NOT exceeded. Total hours used and total hours remaining must be reported weekly. The City shall have no obligation to pay for Services under this SO in excess of the Maximum Budget, or for services performed after the termination or expiration of the Contract.
The resource(s) covered under this SO will support the Platform Engineering team in consultations, trainings, and modernization of the City's instance of Microsoft 365 (M365) :
The City would benefit greatly from guidance on best practices, procedures, and processes for its primary M365 tenant. New features need to be enabled and socialized, and consultations and trainings for clients across the City are needed to assist with adoption.
Position overview / Statement of Work
The Senior Systems Consultant will work as a member of the Platform Engineering team (PE) within the Office of Innovation and Technology (Client). The Consultant's purview will include
consultations, trainings, and guiding modernization for the City's M365 platform. This includes SharePoint, OneDrive, Teams, Exchange, Power Apps and related applications. It does not include Office Desktop apps (Word, PowerPoint, etc.).
This role is expected to
regularly meet and consult with clients to determine viable solutions to their issues. The ideal candidate will be able to understand the business case and confidently walk clients through potential solutions and their impact. We would like the Consultant to use their knowledge and experience to offer clients Microsoft-based solutions for issues they identify in their workflows and business processes. The candidate is expected to conduct these
meetings independently once familiarized with the Team's approach and workflows. This role will also serve as a subject matter expert (SME) on project teams when needed.
The Consultant must be
comfortable offering and leading training from small group project calls through large group workshops for the City's IT community and other interested City parties. With time, the Consultant will guide and facilitate the creation of a community of practice or exchange for these applications and the platform, for which they are a trusted technical expert.
PE is a team of talented engineers with diverse experiences and backgrounds. The Consultant will be expected to become
an active, supportive member of this team. That includes attending all team meetings and activities, supporting the team's efforts to adopt DevOps principles, curating a document library for solutions supported by the team, leading knowledge transfers and team-internal trainings, discussing and recommending team metrics, mentoring more junior members of the team, and working with all members of the team as needed. There is also an opportunity to work with colleagues in the larger IT community, and the Consultant will be encouraged to
build relationships with other City IT professionals to work collaboratively with them as opportunities present themselves.
The Consultant will sometimes assist with very specific tickets tied to requests from VIPs or crises. However, on-call responsibilities are not a part of this role, and nearly all ticket work will tie to consultations or project work. In extraordinary circumstances, the IT Manager for PE may assign tasks as needed outside the above.
Work activities:
- Consult on use of M365 applications and products as needed
- Offer regular scheduled training in the use of M365 applications and products
- Serve as the resident technical expert for M365 , with particular focus on SharePoint, OneDrive, Teams, Power Apps, Exchange, and Purview
- Act as the arbiter of coming changes , feature updates, and new features for M365 products and applications
- Develop power apps and SharePoint governance
- Champion and lead changes in the IT environment regarding M365 products and assist with the adoption of an evergreen mentality for changes to applications and products
- Join our PE team as an active, supportive, guiding member, with particular emphasis toward
mentoring more junior members and offering opportunities for growth and knowledge transfer
- Develop and maintain relationships with other members of the City's IT community
- Report at least weekly to supervisor on successes, blockers, and issues, and be able to raise potential issues before they arise
- Attend meetings, training, presentations, and consultations on-site and at City buildings other than the assigned office space as needed
- Coordinate with the Learning Management System team to provide technical training and support
Skills/experience of the assigned staff:
Required
- At least 7 years' experience with M365 applications and products, especially with
- SharePoint
- OneDrive
- Teams, including Voice and Rooms
- Exchange
- At least 5 years' experience scripting in Powershel l, with particular experience in conducting code reviews and using code repositories
- At least 3 years' experience offering and leading consultations to diverse groups of clients, including technical staff and business/programmatic staff
- At least 3 years' experience preparing, delivering, and leading trainings
- Doing so with M365 products is strongly preferred
- Be able to track and complete tasks independently
- Able to complete an FBI background check for CJIS clearance
- Able to complete training for HIPAA compliance within the City of Philadelphia's HIPAA training requirements

- Experience with Microsoft's GCC licensing suite
- Power Apps

Services and/or Deliverables shall be subject to acceptance by the City.
Within
30 days following the completion of Services and/or Deliverables required under this Service Order, the City shall issue its written statement of Acceptance of the Services and/or Deliverables, provided that the Services and/or Deliverables meet all performance standards and criteria set out in this Service Order or elsewhere in the Contract.
Timesheets and Invoices: The Resource will submit timesheets for review, approval and signature by the Deputy CIO or the designated Project Manager on a weekly basis. Provider shall submit detailed monthly invoices that will include the following information for the applicable invoice period: detailed description of all Services and Deliverables provided; all hours worked by the Resource for each Service and Deliverable provided; and copies of all signed timesheets for the Resource. Resources are not to work on City holidays unless directed to do so in writing by the designated Project Manager (written permission must be submitted with the associated timesheet and accompanying invoice). Resources should work for no more than eight (8) hours per day unless approved in writing by the designated Project Manager (written permission must be submitted with the associated timesheet and accompanying invoice). Resources are not paid for meals or any other time not working on Services and Deliverables. All invoices will be subject to review and approval by the City's CIO or his/her designee.
Expenses: The City will not be responsible for any expenses, including travel, unless Provider has received prior written approval from the City's CIO or his/her designee for any such expense. Requests for reimbursement of travel expenses will only be considered for travel outside the Philadelphia area. Reimbursement for travel expenses, if any, shall be governed by the City's Travel Policy. Receipts are required for reimbursement. Offshore Resources: As set forth in Section 4.4, Service Orders, of the Contract, City has no payment obligation for Services or Deliverables performed by any Offshore Resource unless the Offshore Resource is identified as such on this Service Order. |
Background Checks: Provider shall conduct a background check on any Resource providing Services or Deliverables under this Contract prior to the performance of such Services or Deliverables and, upon request by City, shall furnish City with any information from the background checks. All background checks must have been conducted within one year of the start date of the resource.
Termination: For purposes of this paragraph only, the term "Contract as it appears in Article XI,
Events of Default , Article XII,
Remedies , and Article XIII,
Termination and Suspension , of the General Provisions of the Contract shall be deemed to refer and apply to this SO. The City may, in its sole discretion, terminate or suspend this SO in the same manner as that provided for termination or suspension of the Contract by Article XII or Article XIII, without terminating any other SO under the Contract. In the event this SO is terminated or suspended, all rights, remedies, and obligations of the City and Provider set forth in Articles XI-XIII shall apply to this SO but only to this SO, and the Contract shall remain in full force and effect as to all SOs not terminated.
Resource Replacement: Upon two weeks written notice to the Provider, it is understood and agreed, that the City, in its sole discretion, may require Provider to remove a Resource and provide a replacement Resource to the City. In the event the City determines the Resource is to be replaced and so requests, or the Resource becomes unavailable for any reason during the term of this contract, Provider will provide an equal or better qualified replacement Resource(s) (as determined by the City, in its sole Client
