Job Title: Senior Systems Consultant
Location: Philadelphia, PA 19107 – Onsite
Duration: 2 Months Expected

Position Overview
  • The consultant will serve as a senior technical SME supporting SharePoint, OneDrive, Microsoft Teams, Exchange, Power Apps, and Microsoft Purview. The role will focus on helping City departments adopt M365 capabilities, modernize business workflows, establish governance and best practices, and provide technical guidance to both IT and business stakeholders.
  • Key Responsibilities
  • Serve as a senior technical expert for the City's M365 environment.
  • Provide consultations to technical and business stakeholders regarding M365 solutions and workflows.
  • Design and recommend Microsoft-based solutions based on business requirements.
  • Support and modernize SharePoint, OneDrive, Teams, Exchange, Power Apps, and Purview.
  • Develop and maintain Power Apps and SharePoint governance.
  • Evaluate new M365 features, updates, and platform changes and guide organizational adoption.
  • Conduct technical training, workshops, presentations, and knowledge-transfer sessions.
  • Mentor junior engineers and provide technical guidance to the Platform Engineering team.
  • Support DevOps practices, documentation, knowledge repositories, and internal training.
  • Develop relationships with City IT teams and facilitate cross-functional collaboration.
  • Assist with VIP requests, critical issues, consultations, and project-related tickets.
  • Coordinate with the Learning Management System team on M365 technical training.
  • Provide weekly status updates covering accomplishments, blockers, risks, and upcoming issues.
  • Help establish and facilitate an M365 community of practice.
  • Participate in modernization initiatives and promote an evergreen M365 strategy.
Required Qualifications
  • 7+ years of experience with Microsoft 365 applications and services, particularly:
  • SharePoint
  • OneDrive
  • Microsoft Teams, including Teams Voice and Rooms
  • Exchange
  • 5+ years of PowerShell scripting experience.
  • Experience with code reviews and source/code repositories.
  • 3+ years of experience providing technical consultations to diverse technical and business stakeholders.
  • 3+ years of experience preparing and delivering technical training, preferably focused on Microsoft 365.
  • Strong communication, presentation, problem-solving, and stakeholder-management skills.
  • Ability to independently manage assignments, prioritize tasks, and meet deadlines.
  • Comfortable conducting client meetings and consultations independently.
  • Ability to work onsite at City of Philadelphia locations as required.
  • Must be able to complete an FBI background check for CJIS clearance.
  • Must be able to complete the City of Philadelphia HIPAA compliance training.
  • Preferred Qualifications
  • Experience with Microsoft GCC licensing/Government Community Cloud.
  • Hands-on experience with Power Apps development.
  • Strong SharePoint governance and administration experience.
  • Experience with Microsoft Purview.
  • Experience supporting enterprise M365 modernization and adoption initiatives.
  • Experience working in government or public-sector environments.
  • Experience developing communities of practice and organizational training programs.
  • Experience with DevOps principles, documentation standards, and knowledge management.
