Job Description :
The Client is seeking a
Senior Project Manager to serve as the Lead Project Manager for the implementation and enhancement of several large, critical IT projects for the Department of Drug and Alcohol Programs (DDAP).
One key project will be the
iSMART (aka Training Management System (TMS) replacement) along with continued support of the
Web Infrastructure for Treatments (WITS) product.
The Project Manager will direct, administer, manage, and facilitate an enhancement, re-engineering of a business process, or developmental project. The PM is ultimately responsible for the DDAP program implementation and will drive the entire effort from start to finish, ensuring the project is completed on schedule, within the defined budget, and that the final product meets business, technical, and established quality requirements.
The PM must be familiar with the
five (5) phases and associated inputs/outputs identified by the Project Management Institute (PMI) and have proven experience leading projects to successful implementation. Strong interpersonal skills are required when working with program areas and various IT teams to define requirements, analyze and resolve problems, and ensure collaboration and agreement with recommended solutions.
Job Responsibilities :
- Support the Enterprise ELS PM for the ELS initiative by managing DDAP work and adhering to the established timeline and schedule.
- Direct, administer, manage, and facilitate enhancements, business process re-engineering, or development of high-priority and high-profile Commonwealth technology projects.
- Manage activities with delivery cycles of 8 to 12 months .
- Manage, coordinate, and establish priorities throughout the complete project life cycle, including planning, design, programming, testing, and implementation.
- Develop project estimates for planning, analysis, design, construction, testing, and implementation activities.
- Work with team leads to adjust and revise project estimates when necessary.
- Ensure project estimates are approved by DDAP and agreed upon.
- Develop detailed Project Management Plans and obtain approval and sign-off from customers and affected stakeholders.
- Manage delivery of all work tasks identified in the Project Management Plan and Project Schedule.
- Develop project plans identifying project needs, major tasks, milestones, scope, resources, budget, and personnel.
- Manage and track project progress against the project schedule.
- Monitor project milestones and phases and take corrective action when necessary.
- Monitor and track project budgets and advise appropriate stakeholders.
- Plan, organize, prioritize, and manage multiple work efforts across project teams.
- Notify team members of timelines, milestones, phases, work requests, target dates, and approved work packages.
- Schedule and monitor status reviews, project management inspections, and software quality assurance reviews.
- Capture, analyze, and report required project management metrics.
- Ensure changes to project scope follow the Change Management Plan and are properly documented.
- Create, review, and obtain approval for the Communication Plan and Deliverables Matrix .
- Prepare periodic project status reports for project teams, leadership, sponsors, and stakeholders.
- Report project status and recommendations to senior leadership.
- Follow Client's IT PMO methodology, standards, and procedures .
- Provide input and support for continual improvement within the HHS DC IT PMO.
- Mentor less experienced project management staff when needed.
- Work closely with IT Application, Data Warehouse, Informatics, Solution Management, Networking, Security, and Service Management teams.
- Facilitate discussions between IT teams and vendors to ensure program requirements are achieved.
- Anticipate issues and proactively address them.
- Identify and manage project risks and issues through a RAID Log .
- Develop risk mitigation strategies and track risks through closure.
- Build and maintain relationships with key stakeholders and customer representatives.
- Serve as the primary point of contact for project-related issues and resolutions.
- Communicate effectively with customers, software vendors, hardware suppliers, and project teams.
- Ensure team members understand how their assignments contribute to project objectives.
- Manage workload according to project team capacity and engage management proactively.
- Provide weekly project updates following Client's IT Daptiv guidelines .
- Coordinate system testing with appropriate staff resources.
- Plan, coordinate, and conduct training and orientation sessions.
- Deliver presentations and coordinate project proposals as necessary.
- Conduct peer reviews with appropriate project team resources.
- Ensure project compliance with HHS DC IT PMO standards and procedures.
- Develop and facilitate achievement of project service commitments.
- Conduct the final project management evaluation review with stakeholders.
- Manage and track project status against the project schedule.
Required Skills & Experience :
- 7+ years of relevant Project Management experience.
- Active PMI PMP certification for a minimum of 5 years.
- Must be a current Pennsylvania resident .
- Must be able to work in the Harrisburg, PA office at least 1 day per month , with additional onsite work as required.
- Strong experience managing the full project life cycle , including planning, design, development, testing, and implementation.
- Experience developing and managing Project Management Plans, project schedules, budgets, estimates, and milestones .
- Strong experience with risk and issue management, RAID Logs, and risk mitigation strategies .
- Experience with change management and scope management .
- Experience preparing status reports, project metrics, communication plans, and deliverables matrices .
- Experience coordinating system testing, training, implementation, and project reviews .
- Strong experience working with IT teams, business stakeholders, vendors, and senior leadership .
- Strong knowledge of PMI project management methodologies and processes .
- Strong verbal and written communication skills.
- Strong interpersonal, analytical, organizational, problem-solving, and leadership skills.
- Ability to manage multiple work efforts and prioritize competing project requirements.
