The Sr. Manager of Project Management at Wecom Fiber is a key leadership role responsible for overseeing the planning, coordination, and successful delivery of all Fiber to the Home (FTTH) and outside plant (OSP) construction projects across Wecom's expanding network footprint. This position manages a team of Project Managers and project coordinators, ensuring that all fiber build programs are executed on time, within budget, and to Wecom's quality and safety standards. The Sr. Manager of Project Management serves as the central hub between construction, design and engineering, field operations, contractors, and executive leadership - driving schedule adherence, budget accountability, risk management, and stakeholder communication across all active build markets.
Key Responsibilities:
Project Planning & Program Management
- Lead the development and maintenance of detailed project plans for all assigned FTTH OSP build programs, including scope, schedule, budget, resource allocation, and activity sequencing.
- Oversee the end-to-end project lifecycle - from initiation and design handoff through construction, activation, and project closeout - ensuring all phases are completed on time and meet quality standards.
- Establish and manage a project management office (PMO) framework, including standardized processes, templates, reporting cadences, and governance procedures for all FTTH construction projects.
- Maintain and manage a portfolio-level view of all active projects, tracking milestones, dependencies, risks, and resource utilization across the full build program.
- Develop and maintain dashboards and reporting tools to provide real-time visibility into project status, homes passed (HHP) production, schedule attainment, and budget performance for construction and executive leadership.
Budget & Schedule Management
- Develop, manage, and report on project budgets; ensure expenditures are tracked, controlled, and reconciled against approved capital plans.
- Review and approve project schedules, milestone sequencing, and critical path analyses; proactively identify and resolve schedule risks and delays.
- Coordinate invoice review and approval from contractors and vendors, ensuring work validation is completed in alignment with construction management and finance requirements.
- Track and report key project cost metrics - including cost-to-complete, variance analysis, and forecasted spend to the COO and finance teams.
- Review and process change orders, scope modifications, and budget adjustments in accordance with Wecom's approval policies.
Team Leadership & Development
- Lead, mentor, and manage a team of Project Managers and project coordinators, providing clear direction, support, and accountability for project delivery outcomes.
- Set performance expectations, conduct evaluations, establish individual goals, and provide ongoing coaching and feedback to direct reports.
- Foster a culture of ownership, collaboration, and continuous improvement within the project management team.
- Develop training resources, onboarding programs, and professional development opportunities to build project management capability and fiber industry knowledge across the team.
- Assist in recruiting and building project management capacity in alignment with Wecom's market growth and build ramp plans.
Contractor & Vendor Coordination
- Oversee the daily management of construction contractors and subcontractors, driving accountability for production commitments, schedule adherence, quality standards, and safety compliance.
- Coordinate access to customer and network points of presence for fiber splicing, testing, and activation vendors.
- Manage contractor performance reporting, production tracking, and corrective action processes; escalate persistent performance issues to the Sr. Director of Construction.
- Support procurement and contract management processes including scope-of-work (SOW) development, bid review, and contract administration.
- Ensure all construction activities comply with contractual obligations, permitting requirements, and applicable regulatory standards.
Risk Management & Issue Resolution
- Identify, assess, and manage project risks and issues across all active FTTH build programs; develop and implement mitigation and contingency plans.
- Monitor field construction conditions, weather impacts, and utility conflicts; coordinate proactive responses to minimize schedule and cost impacts.
- Serve as the primary escalation point for project-level issues raised by Project Managers, field supervisors, and contractors; resolve conflicts and roadblocks efficiently.
- Conduct post-project reviews and lessons learned sessions to continuously improve project delivery processes and outcomes.
Stakeholder Communication & Reporting
- Prepare and deliver weekly and monthly project status updates to the executive leadership team, and cross-functional partners.
- Facilitate project meetings, construction progress reviews, and contractor coordination calls; ensure follow-up on all action items and decisions.
- Collaborate with Design & Engineering to ensure smooth design-to-construction handoffs, resolve field-to-design conflicts, and maintain accurate as-built and GIS records.
- Coordinate with Network Activation and Operations teams to align construction completion with service launch readiness and customer commitment dates.
- Act as a key point of contact for municipality, utility, and ROW coordination matters as they relate to active construction projects.
Qualifications:
- Bachelor's degree in Construction Management, Engineering, Telecommunications, Business, or related field; equivalent combination of education and demonstrated experience will be considered.
- Minimum 7 years of project management experience in telecommunications, fiber network deployment, or OSP construction, with demonstrated progression into senior or lead roles.
- Minimum 3 years of experience managing a team of Project Managers or project coordinators.
- Proven experience managing FTTH and/or OSP construction projects from initiation through closeout, including aerial and underground build programs.

- Demonstrated financial acumen in project budgeting, cost tracking, forecasting, and capital expenditure management.
