Description

Excelraise, LLC is seeking a Senior Java and Curam Developer to support the North Carolina Department of Health and Human Services (NC DHHS) NC FAST application development and maintenance. The ideal candidate will have strong experience in Java, J2EE, IBM Cúram, and enterprise web application development, with expertise in Food and Nutrition Services (FNS) and Supplemental Nutrition Assistance Program (SNAP) solutions. This role involves designing and developing system enhancements, resolving defects, implementing business rules, and supporting integrations, batch processes, and automated workflows. This is a hybrid position based in Raleigh, NC, requiring strong technical, analytical, and communication skills.

Job Responsibilities

Develop and maintain NC FAST applications using Java, J2EE, and IBM Curam.
Implement change requests and resolve defects for FNS and SNAP applications.
Develop business rules, case workflows, evidence automation, and quality control alerts.
Work with Curam Enterprise Framework, Solution Modules, IEG2, and CERT.
Support batch processing, interfaces, web services, and application integrations.
Collaborate with business teams, stakeholders, QA, and release teams throughout the development lifecycle.
Troubleshoot technical issues and maintain technical documentation.
Use Agile practices and tools such as Git, Bitbucket, and JIRA.

Qualifications

7+ years of experience with J2EE, XML, and web application development.
7+ years of IBM Curam development experience and a Cúram V6, V7, or V8 Developer certification; V8 preferred.
Strong experience with Curam Enterprise Framework, Solution Modules, and social enterprise management.
Hands-on knowledge of IEG2, CERT, Java, HTML, CSS, Eclipse, SOAP, and WSDL.
Experience with requirements analysis, functional design, testing, troubleshooting, and technical documentation.
Proficiency with Microsoft Word, Excel, PowerPoint, and Visio.
Oracle database and state government IT experience preferred.
Knowledge of Git, Bitbucket, JIRA, Curam Web Services, cloud platforms, and Python is desirable.
Familiarity with JavaScript and IBM WebSphere is a plus.
Ability to work in a hybrid environment in Raleigh, NC, and attend phone and in-person interviews.
