Position Summary: This position will provide overall direction and guidance to the Human resources (HR) department and serve as a business partner to the senior management team. This position will serve as the affirmative action officer. This position will foster and maintain all development of Human Resources policies and programs for the organization, for making recommendations to the Senior Management Team and for the implementation of all approved recommendations. Work involves preparation and administration of the personnel policies, the recruitment and examination programs and the credentialing process. Responsible also for ensuring that the Human Resources department is in compliance with all policies and regulations or reviewing agencies and the federal laws, i.e. ADA, EEO, Family Medical Leave Act, and the Federal Discrimination laws. The person holding this position is a member of the Corporation's Senior Management Team and works in collaboration with the Chief Medical Officer, Chief Financial Officer, the VP, Planning/Evaluation and Administrative Field Operations, Director of Quality Improvement, and the Director of Nursing.
Roles and Responsiblities:
- Modeling and advancement of Florida Community Health Centers' mission, vision, and values.
- Counsel and support to CEO regarding Human Resources functions of the organization, including determinations regarding established or potential policies and procedures
- Strategic leadership in acting as a primary change agent for the organization, as the expert on people and organizational issues, and providing guidance on managing complex and sensitive employee relations matters
- Strategic formulation, development, and leadership of the Human Resources function for the purposes of maximizing the organization's performance; fulfilling organizational goals and objectives; and ensuring compliance with all applicable federal, state, local and industry level regulations. This includes: recruitment, hiring, and retention; credentialing, privileging, employee engagement, employee complaints/grievances, and professional development.
- Strategic leadership in the development, update, and execution of organizational personnel policies and procedures, ensuring compliance with all applicable federal, state, local and industry level regulations. This includes Affirmative Action, and the SDHR serves as the Affirmative Action Officer
- Strategic leadership in the development, implementation, and administration of the FCHC Employee Benefits program. This includes, but is not limited to, development and administration of a progressive and proactive compensation and benefits program
- Partnership with FCHC's Senior Leadership Team in strategically engaging Clinicians and staff for maximum retention of high performers
- Partnership with FCHC's Chief Medical Officer in strategically positioning the organization's recruitment and credentialing functions to maximize access to care and organizational revenue by ensuring that FCHC Clinicians and staffing are at maximum levels needed for appropriate access and are appropriately credentialed, both internally and externally.
- Leadership to the FCHC internal credentialing and privileging committee and staff support to the FCHC Board of Directors' Credentialing and Privileging Committee.
- Partnership with FCHC's CEO, CMO, and CFO in strategically executing the Employee Benefit and Worker's Compensation Programs.
- Partnership with members of the Senior Leadership Team and staff to ensure successful retention of HSRA Federally Qualified Designation, Joint Commission Accreditation, and PCMH recognition.
- Build and maintain trusted relationships via effective communication and collaboration with FCHC Leadership, staff, stakeholders, and business contacts. MEASURE
