Senior IBM Cognos / Power BI Developer (Ref: 5874)

Location: California / Remote or Hybrid TBD
Employment Type: Contract

Position Overview

Estrada Consulting, Inc. is seeking an experienced Senior IBM Cognos / Power BI Developer to support a large-scale business intelligence modernization initiative for a public-sector client. The consultant will support the existing IBM Cognos reporting environment while migrating approximately 1,500 reports to Microsoft Power BI and supporting a future transition from on-premises SQL Server reporting to Azure cloud services.

Key Responsibilities:

Analyze, inventory, and migrate IBM Cognos reports to Microsoft Power BI Report Server.
Extract, validate, and convert existing SQL queries and reporting logic.
Develop Power BI reports, dashboards, SQL views, and optimized data models.
Support IBM Cognos Framework Manager models and troubleshoot reporting issues.
Assist with migration of on-premises reporting and SQL data models to Microsoft Azure.
Perform data validation, report reconciliation, performance tuning, and quality assurance.
Develop Python-based processes to support data processing and reporting activities.
Collaborate with business analysts, developers, and stakeholders to gather reporting requirements.
Prepare technical documentation, data dictionaries, entity relationship diagrams, and knowledge transfer materials.

Required Qualifications:

Strong hands-on experience with IBM Cognos Analytics and Framework Manager.
Advanced Microsoft Power BI experience, including Power BI Desktop, Report Server, and Power BI Service.
Strong Microsoft SQL Server and T-SQL development skills.
Demonstrated experience migrating reports from IBM Cognos to Power BI.
Experience developing SQL views, complex queries, reporting data models, and dashboards.
Experience with Azure SQL databases, Azure data warehousing, or cloud-based BI migrations.
Python development experience for data processing and automation.
Strong troubleshooting, testing, data reconciliation, and performance optimization skills.
Excellent technical documentation and communication skills.
Ability to successfully complete required background checks, fingerprinting, and applicable CJIS/CLETS security requirements.

Preferred Qualifications:

Experience supporting public-sector or law enforcement reporting systems.
Experience with large-scale BI report migration and modernization projects.
Familiarity with criminal justice data reporting environments.
Experience working with IBM technical support.
Experience mentoring technical staff and providing knowledge transfer.
