    Description

    The School Business Manager of Finance and Operations is responsible for leading, supervising and evaluating all aspects of the financial and operational functions of the school district including budget, financial reporting, payroll, accounts payable, accounts receivable, purchasing and procurement, transportation, school nutrition, facilities, Extended Day, technology and security. Additionally, the successful candidate will collaborate with all other central office administrators and building leaders to fulfill financial needs of the district and will maintain strong working relationships with the town officials.

    To assist the Superintendent of Schools with the administration of business affairs of the school system in such a way as to provide the best possible educational services with the financial resources available.

    Financial:

    • Prepares school operating and capital budgets.
    • Leads the planning and implementation process for developing the annual operating, special revenue funds, and capital budgets, which reflect district priorities. Prepares budgets, financial analyses, documents, and reports of school department programs. Assists in system-wide strategic and long-range planning. Maintains and updates budget database;
    • Supervises all aspects of procurement including specification, development, analysis, and recommendations for bid award, purchase orders, distribution and inventory
    • Plans, develops, directs, coordinates, and maintains an integrated financial program for the school district, which supports the School Committee and Superintendent's commitment to an effective financial management and long-range planning program;
    • Assists the Superintendent in establishing district goals and objectives as a contributing member of the central office team;
    • Supervises and maintains accounting and financial control systems for all school department funds, including local, state, and federal accounts;
    • Assures that the accounting system is in compliance with state, federal, and local laws as well as with sound accounting principles (chart of accounts, student activities, grants, revolving funds, operating, capital);
    • Oversees the payroll functions of the district from new hires through retirements;
    • Creates and implements a plan for providing and funding capital projects;
    • Responsible for the preparation and submission of all financial reports required by the Massachusetts Department of Elementary and Secondary Education (DESE) and other state and federal agencies;
    • Keeps Superintendent and School Committee apprised of budget issues/anomalies that arise;
    • Supervises the preparation of appropriate federal, state, local reports and grants;
    • Prepares state and federal financial reports in support of grants and compliance requirements, including but not limited to managing financial reporting requirements with the Department of Elementary and Secondary Education regarding end-of-year report data, per pupil expenditure data, reimbursement under Chapter 70, and reimbursement for transportation;
    • Ensures the district's compliance with applicable federal, state and local laws and regulations regarding budgeting, finance, accounting, and taxation;
    • Oversees internal and external audits;
    • Negotiates and executes contracts;
    • Supervises the reconciliation of all bank accounts maintained by the school department (Student Activity Accounts);
    • Oversees compliance with procurement rules and regulations under the provisions of MGL Chapter 30B, 39M1/2 (g) and MGL c149 and 44A1/2.

    Operations:

    • Oversees all capital expenditure projects including major facilities updates and building projects, including MSBA funded projects;
    • Represents the District in a variety of legal, contractual and other business matters
    • Oversee daily operations of the following departments: Facilities, Food Services, Extended Day, Transportation and Technology;
    • Maintains inventory controls and equipment depreciation schedules when necessary;

    Personnel:

    • Assists the School Committee in advising and/or monitoring collective bargaining negotiations and/or contracts concerning estimated costs and budget implications;
    • Negotiates contracts for non-union, non-certified personnel;
    • Receives, reviews, and processes support staff requests for transfer in accordance with transfer policies and the needs of the district;
    • Directs, supervises and evaluates the Managers of Facilities, Food Services, Extended Day, Transportation and the Director of Technology;
    • Supervises the staff of the business office.

    Leadership and Administration:

    • Acts as advisor to the Superintendent on all questions relating to the business, financial affairs of the school department
    • Attends all regularly scheduled School Committee meetings and all other such meetings that the Superintendent may require
    • Serves as the Records Access Officer for the school department
    • Assumes any and all tasks as may be assigned by the Superintendent
