The ideal candidate brings experience supporting state or federal healthcare programs, performance reporting and evaluation, policy implementation, and data-informed program management, with the ability to work across policy, operational, and analytical teams. Experience with Medicaid, Medicare, CMS initiatives, rural health, or other publicly funded healthcare programs is particularly relevant.
Role responsibilities include:

•Design and support program performance measurement and reporting, including development of key performance indicators (KPIs), measures, dashboards, and reporting frameworks that enable state and program leaders to monitor implementation and outcomes
•Support state and healthcare clients in interpreting and operationalizing federal and state program requirements, including requirements associated with CMS programs, funding initiatives, performance measures, and reporting
•Evaluate program implementation and performance, synthesizing quantitative and qualitative information to assess progress, identify barriers, and recommend corrective actions or program improvements
•Translate complex analytical findings and policy requirements into clear, actionable recommendations for program leaders, policymakers, and healthcare stakeholders
•Support the development and implementation of program policies, operating processes, governance structures, and performance management approaches
•Analyze healthcare utilization, access, service delivery, provider capacity, and population-level trends to inform program strategy and targeting of interventions
•Work with clients and subject matter specialists to define data requirements, reporting processes, measures, and evaluation approaches
•Manage day-to-day delivery of healthcare analytics, performance reporting, evaluation, and program implementation workstreams, overseeing supporting team members
•Collaborate with project leadership to develop client recommendations, implementation plans, executive-level presentations, and program reporting
•Identify and address data quality, availability, and methodological limitations that could affect program reporting, evaluation, or decision-making
•Coordinate across program, policy, operational, financial, clinical, and data stakeholders to translate findings into implementable actions
A successful candidate would possess these skills:
•Ability to work independently and collaborate as part of a multidisciplinary team
•Effective written and verbal communication skills, including an ability to communicate analytical findings to executive and non-technical audiences
•Meticulous attention to detail and quality of work product
•Ability to build and sustain professional relationships with government, healthcare, and program stakeholders
•Ability to lead projects or complex workstreams involving data, policy, operations, and implementation
•Ability to manage and prioritize multiple tasks in a fast-paced and dynamic environment
•Strong interpersonal skills and professional demeanor
•Ability to meet deadlines and manage competing priorities
•Ability to provide clear guidance to analysts and other project team members
•Ability to move between data analysis and strategic problem-solving, connecting analytical findings to policy and operational decisions
