Brief Job Description:

The Data Analyst V performs highly complex (senior-level) data collection, reporting, and analysis to monitor, evaluate, and increase efficiencies for PFD. The position acts as a liaison between PFD, HHS policy, and program areas. This position oversees, plans, directs, and monitors key analytic functions relating to the QRU team's day-to-day activities. The Data Analyst works with various teams to explore different aspects of a system (people, policy, and processes) to determine why particular areas are performing well or have opportunities for improvement.

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Oversees and performs highly advanced data verification (collecting, querying, and analyzing data using standard statistical tools, applications, methods, and techniques), and serves as an escalation point for complex variances or findings that require additional review.

Ensures consistency and accuracy across all team reporting and communicates findings and recommendations to the QRU manager and other members of leadership on behalf of the team.

Supports day-to-day operational coordination; communicates workload priorities, data review requirements, and results to team members and/or provides technical guidance and on-the-job support to other Data Analysts, under the discretion of the QRU manager.

Other duties as assigned to support the mission and operations of the Provider Finance Department and Texas Health and Human Services, including assisting with special projects, process improvements, cross-functional collaboration, and adapting to evolving organizational needs.

Knowledge, Skills, and Abilities (KSAs):

Knowledge of:

  • Knowledge of data analysis techniques and best practices.
  • Knowledge of PFD and other areas within HHS.
  • Knowledge of data quality and integrity processes.
  • Knowledge of the principles, practices and techniques of database and application design, development and structure.
  • Knowledge of and experience with reporting and visualization tools.

Skill in:

  • Skill in communicating to both technical and non-technical audiences.
  • Skill in complex analytic work, identifying trends, concerns, recommending opportunities for improvement as well as areas of excellence.
  • Skill in using SQL, SAS, SPSS, Python, and other query languages.
  • Skill in using Extract, Transform and Load tools.

Registrations, Licensure Requirements, or Certifications:

N/A

Initial Screening Criteria:

Experience in data analysis and visualization, and familiarity with SQL. Graduation from an accredited four-year college or university with major coursework in a related field is preferred. Experience with Medicaid data, HHSC processes, procedures, and policies preferred.

Additional Information:

  • The position is currently eligible to telework up to 3 days per week. However, telework schedules may be updated by HHSC telework policies in the future.
  • At this time, Texas state agencies, including HHSC, are not permitted to initiate new H‑1B visa sponsorships in accordance with the Governor's January 27, 2026, directive.
