Job Overview: Our client is looking for Proposal Manager from Government contracting & stable background experience to lead end-to-end proposal development for federal government opportunities and manage multiple proposals remotely with short turnaround times.
Key Responsibilities:
  • Lead compliant, compelling proposals from RFP analysis to final production, including outline creation, schedule development, writing, editing, and production.
  • Manage concurrent proposals, including 72-hour task order responses.
  • Facilitate color team reviews, solutioning discussions, and content sessions with SMEs, BD, and leadership.
  • Develop and enforce schedules, compliance matrices, templates, and version control.
  • Write persuasive sections on technical, management, past performance, and staffing topics.
  • Translate SME input into customer-focused content.
  • Maintain and expand reusable content library, including resumes and past performance materials.
  • Support capture with win strategy, customer analysis, competitor assessments, and solution development.
  • Participate in BD pipeline reviews, teaming, shaping, pipeline management, and opportunity qualification.
  • Champion best practices, repeatable processes, templates, and workflows to boost efficiency and quality.
  • Educate stakeholders on proposal roles, expectations, and timelines.
  • Coordinate with remote teams, subcontractors, and partners for inputs and delivery.
  • Communicate risks, gaps, and needs to leadership.
  • Build relationships with SMEs and BD staff to enhance readiness and quality.
Required Qualifications:
  • Bachelor's degree in business or related field.
  • 5+ years managing and writing federal government proposals; small-business experience strongly preferred.
  • Ability to manage multiple proposals simultaneously with minimal oversight.
  • Strong writing, editing, and storytelling skills to synthesize technical information.
  • Experience with rapid-turnaround task orders and IDIQ environments.
  • Familiarity with Shipley or similar proposal methodologies; formal certification a plus.
  • Proficiency with Microsoft Office and tools like Teams and SharePoint.
  • Ability to work independently in a remote environment with high accountability.
Preferred Qualifications:
  • Experience supporting BD and capture in small or growing organizations.
  • Ability to introduce structure and processes where frameworks are limited.
  • Knowledge of federal contracting, FAR/DFARS, and government procurement cycles.
  • Graphic design or desktop publishing skills (e.g., PowerPoint, Visio, Adobe).
