A well-established Real Estate Development and Property Management firm is looking to hire a Property Manager with HUD experience to join their team in Hooksett NH.

A good candidate will have maintenance experience and a great attitude. Must have good knowledge in apartment maintenance including but not limited to plumbing, electrical, drywall, painting and general carpentry. Appliance repair is a plus. Ability to diagnose issues and must have own tools, vehicle and state issued driver's license.

The Role

You will own full-cycle management of an assigned Project-Based Section 8 property under a HUD HAP contract: compliance, occupancy, finances, maintenance, and staff. You will be the primary contact with NHHFA's Contract Administrator and HUD Boston Regional Office. This role demands operational command — not just procedural familiarity.

Responsibilities

  • Administer all tenant certifications (move-in, Annual, Interim) per HUD Handbook 4350.3 Rev-1; prepare and submit HUD Form 50059 via TRACS; resolve errors.
  • Operate EIV system (Income Reports, Identity Verification, Existing Tenant Search, New Hire Reports); document all discrepancy resolution; maintain EIV Binder.
  • Submit monthly HAP vouchers; reconcile payments; maintain contract rent schedules; administer HAP contract billing.
  • Prepare for and respond to HUD Management and Occupancy Reviews (MORs) with corrective action plans.
  • Manage waitlist, applicant screening, eligibility determinations, and move-in paperwork per TSP and Fair Housing requirements.
  • Monitor delinquency; manage evictions under NH RSA 540; oversee security deposit returns per NH RSA 540-A.
  • Manage operating budget, vendor invoices, and monthly financial/compliance reporting; participate in annual budget prep.
  • Coordinate maintenance and work orders in AppFolio; ensure units meet HQS/NSPIRE standards.
  • Supervise on-site leasing and maintenance staff; conduct performance reviews.
  • Implement HOTMA policy updates per NHHFA and HUD guidance.

Qualifications

Required

  • 3+ years managing a HUD Project-Based Section 8 / HAP contract property (non-negotiable)
  • HUD Handbook 4350.3 Rev-1 working knowledge
  • Hands-on HUD 50059 / TRACS submission and error resolution
  • EIV proficiency and discrepancy resolution
  • MOR preparation and response experience
  • HAP voucher billing and rent schedule administration
  • Fair Housing Act knowledge incl. reasonable accommodation
  • AppFolio, Yardi, or equivalent proficiency

Preferred

  • CPO, COS, HCCP, or equivalent NAHRO/NCHM/SHCM certification
  • Layered program experience (LIHTC + Section 8, PBV, or Section 811 PRA)
  • HOTMA implementation experience (PIH Notice 2023-27)
  • NHHFA program requirements and reporting familiarity
  • HUD REAC/NSPIRE inspection preparation
  • Yardi Voyager Affordable module experience
  • Associate's or Bachelor's degree
