Job Description:
We are looking for a highly skilled and proactive Project Manager to join our team supporting the Congressional Budget Office (CBO) under the SENTRY Blanket Purchase Agreement (BPA). As a Project Manager, you will coordinate all tasks, deliverables, and personnel across the contractor's task orders under the BPA. You will serve as the overall point of contact to report out to CBO and convey information back to the contractor and its personnel. You will work directly with federal staff to ensure projects are completed on time, within scope, and in alignment with CBO's mission and security requirements.
Key Responsibilities:
- Project Initiation & Planning: Collaborate with stakeholders to define needs and objectives; translate business requirements into effective technical solutions and implementation plans.
- Resource & Budget Management: Assign tasks to contractor personnel and forecast labor burn rate; prepare task proposals including budget and schedule development.
- Execution & Monitoring: Oversee daily progress, manage the schedule, and ensure quality standards are met; assess project deliverables to help ensure they meet CBO requirements.
- Risk Management: Identify potential issues and implement mitigation strategies; identify, assess, and mitigate potential technical and other project-related risks.
- Stakeholder Communication: Act as a liaison between contractor technical teams and the COR and executive leadership to manage expectations; facilitate clear and concise delivery statuses on multiple, concurrent activities.
- Policy Development: Develop policies, procedures, and work instructions to support operational continuity.
Required Qualifications:
- Clearance: Must be eligible to obtain and maintain a Public Trust Tier 2 clearance (background check conducted through U.S. Capitol Police).
- Experience: Minimum of 5 years of program/project management experience.
- Communication: Strong verbal and written communications skills to facilitate clear and concise delivery statuses on multiple, concurrent activities.
- Technical Understanding: Working understanding of Information Technology (IT) and Cybersecurity capabilities.
- Project Management: Experience with project management tools; ability to define requirements and prepare task proposals, to include budget and schedule development.
- Attention to Detail: Attention to detail and ability to assess project deliverables to ensure they meet CBO requirements.
Desired Experience:
- PMP certification.
- Bachelor's degree in an IT-related field.
- 10+ years of experience in program/project management.
- Experience developing policies, procedures, and work instructions.
Clearance Requirement: Must be eligible for a Public Trust Tier 2
Citizenship: U.S. Citizenship or Permanent Residence Status is required
