Description

IBSS Corporation is looking for an experienced Project Manager / Scrum Master to support the National Oceanic and Atmospheric Administration (NOAA) Office of Marine and Aviation Operations (OMAO), Marine and Aviation Cyber Center (MACC). Based at OMAO headquarters in Silver Spring, MD, you will lead and coordinate IT projects supporting NOAA's fleet of research ships, aircraft, and uncrewed systems. You will also serve as Scrum Master for MACC's software development team. Working closely with the IBSS Program Manager and MACC leadership, you will plan and track projects, run Agile ceremonies, manage risks and backlogs, and keep work delivered on schedule, in line with NOAA's standards and mission priorities.


Key Responsibilities:
  • Lead and support MACC IT projects and initiatives, keeping them aligned with organizational goals, timelines, and budgets.

  • Develop and maintain project documentation, including project charters, risk registers, schedules, and Work Breakdown Structures (WBS), identifying milestones, dependencies, and critical path items.

  • Serve as Scrum Master for a distributed software development team, running sprint planning, daily standups, sprint reviews, and retrospectives.

  • Record, prioritize, and manage product and project backlogs, and remove blockers so the team can deliver on time.

  • Choose and apply the most suitable project management framework (e.g., Scrum, SAFe) for each project, and provide Agile training and coaching to team members and stakeholders.

  • Identify project risks, develop mitigation strategies, and track them to closure.

  • Keep releases in line with CMMI Level 3 and Agile practices, including requirements traceability, code review, testing, and change and configuration management.

  • Work with MACC staff, NOAA OCIO, vendors, and other stakeholders; support Change Control Board (CCB) meetings and draft change requests.

  • Maintain the executive Action Tracker; prepare meeting agendas, notes, and action items; and contribute project status, metrics, and risks to Monthly Status Reports and contract deliverables.

  • Support requirements, gap, feasibility, and cost/performance trade-off analyses to inform MACC leadership decisions.


Required Skills /Education/ Certifications & Qualifications:
  • Bachelor's degree or higher.

  • 4+ years of IT project management experience, including work in Agile/Scrum environments.

  • Project Management Professional (PMP), Certified ScrumMaster (CSM), or Professional Scrum Master I (PSM I) certification.

  • Demonstrated experience developing project schedules, WBS, and risk management plans.

  • Proven experience managing product and project backlogs and running sprint ceremonies.

  • Proficiency with project and Agile tools such as Jira, Confluence, and Microsoft Project.

  • Must be able to obtain and maintain a NOAA High Risk Public Trust background investigation, NOAA badge, and Common Access Card (CAC).


Desired Skills:
  • Both a PMP and a CSM/PSM I certification.

  • SAFe certification and experience with Scaled Agile frameworks.

  • ITIL Foundation certification or experience working within ITIL service management processes.

  • Experience supporting software development teams working under CMMI Level 3 processes.

  • Prior experience supporting federal agencies, particularly NOAA, DOC, or maritime and aviation operational environments.

  • Experience with Google Workspace and change control board processes in a federal IT environment.
