    Major/Essential Functions

    • Provides administrative leadership and coordination for TTUHSC defense and federal related contracts, programs, and initiatives. Position will oversee day-to-day operations, timelines, milestones, deliverables, reporting requirements, documentation, and other institutional commitments throughout the program/grant lifecycle.
    • Coordinates the operational execution of defense & federal programs, including procurement, services, subcontracted activities, equipment, resources, and other administrative needs necessary to fulfill contractual requirements; identifies and helps resolve or escalate administrative barriers that may impact program/grant performance.
    • Serves as the Office of Research and Innovations's central administrative liaison for defense and federal activities that requires coordinating across investigators, Office of Sponsored Programs, TTUHSC Finance, Procurement, Legal, Compliance, IT/security, facilities, and other institutional offices as appropriate.
    • Coordinates with Texas Tech University System institutions and other external partners on the administration of collaborative defense contracts and programs, helping align institutional responsibilities, resources, services, reporting, and program requirements.
    • Maintains administrative and financial visibility across TTUHSC's defense portfolio, including program budgets, expenditures, deliverables, deadlines, procurement activities, and other key requirements, and provides regular updates to Office of Research and Innovation's leadership on program status, needs, and potential risks.
    • Partners with research development offices as new defense opportunities and partnerships are developed, providing administrative and operational planning to support the transition of new awards into TTUHSC while the development teams take the lead on defense and federal funding development and research growth efforts.

    Preferred Qualifications

    • 2+ years of programmatic oversight experience
    • 3 to 5+ years of project management experience, specifically supporting government programs, federal grants, or defense contracts.
    • Strong understanding of responsibilities required to manage project lifecycles for federal awards, defense research contracts, or state agency partnerships.

    Visa Information

    TTUHSC, at its sole discretion, may initiate new H-1B I-129 visa petitions in accordance with the directive issued by Governor Abbott. Approval from the Texas Workforce Commission is required. On a limited, case-by-case basis, the institution may also sponsor eligible individuals for change-of-status or change-of-employer petitions for qualifying positions. TTUHSC will not pay the $100,000 fee, if applicable.
