Position Overview
The State of Mississippi is seeking a Project Manager to lead a large-scale Medicaid website modernization initiative involving the redesign and redevelopment of a Drupal-based website. The selected candidate will coordinate with Tyler Technologies, manage content migration, oversee accessibility compliance, establish web governance processes, and engage stakeholders to ensure successful delivery and launch.
Required Skills
- Experience leading large-scale website redesign or redevelopment projects involving 100+ pages and multiple stakeholder groups, from planning through production launch.
- Experience with public-sector or government website redesign projects.
- Experience managing external technology vendors and professional services firms.
- Hands-on experience with website implementation, content migration, or redevelopment.
- Working knowledge of ADA Title II and WCAG accessibility standards, including WCAG 2.1 AA.
- Experience developing web governance frameworks, content workflows, approval processes, and change management procedures.
- Strong stakeholder management, facilitation, written communication, and organizational skills.
Preferred Skills
- Experience supporting Medicaid agencies, state health departments, healthcare organizations, or human services programs.
- Experience with state government digital modernization initiatives.
- Familiarity with Smartsheet forms, workflows, and automation.
- Experience coordinating enterprise content migration across multiple departments.
- Experience with Tyler Technologies or similar content management platforms.
- Certifications such as PMP, PMI-ACP, CSM, CBAP, CPACC, or WAS, or equivalent experience.
- Experience managing websites with 200+ pages.
- Ability to work independently, hold stakeholders accountable, and drive projects forward with minimal supervision.
Key Responsibilities
- Lead day-to-day execution of the Drupal website redesign and redevelopment in collaboration with Tyler Technologies.
- Manage content strategy, information architecture, editorial direction, and content migration.
- Coordinate content audits, reviews, approvals, and migration workflows.
- Oversee quality assurance, user acceptance testing (UAT), and launch readiness.
- Ensure compliance with ADA Title II and WCAG 2.1 AA accessibility standards.
- Establish web governance frameworks, content request workflows, approval processes, and maintenance procedures.
- Develop SOPs, training materials, and process documentation.
- Coordinate stakeholder workshops, working sessions, and content reviews.
- Maintain project documentation, decision logs, content inventories, and weekly status reports.
- Identify risks, issues, and blockers and coordinate timely resolution.
