Location: Harrisburg, PA 17101
Work Arrangement: Hybrid On-site in Harrisburg at least 1 day per month; additional on-site days may be required

Important Candidate Requirements
  • Candidates must currently reside in Pennsylvania at the time of submission. No relocation candidates will be considered.

  • Must be available to work from the Harrisburg, PA office at least one (1) day per month, with additional on-site days as required.

  • Active PMI Project Management Professional (PMP) certification is mandatory.

  • Candidates must have held an active PMP certification for a minimum of five (5) years.

  • Candidates must provide a copy of their current/active PMP certification along with their resume. Submissions without proof of an active PMP certification will not be considered.

Position Overview

We are seeking an experienced Senior Project Manager to lead the implementation, enhancement, and delivery of multiple large-scale, high-priority IT projects.

The selected candidate will be responsible for managing projects from initiation through implementation, ensuring delivery within established timelines, budgets, scope, and quality requirements. The role requires strong project leadership, stakeholder management, communication, planning, risk management, and coordination across business and technical teams.

The ideal candidate will have proven experience managing complex IT projects, preferably within the public sector or healthcare/public health environment.

Key Responsibilities
  • Lead and manage high-priority, high-profile technology projects of strategic importance.

  • Manage projects through the complete lifecycle, including planning, design, development, testing, implementation, and deployment.

  • Develop and maintain detailed project management plans, schedules, milestones, budgets, and deliverables.

  • Establish project priorities and coordinate activities across multiple project teams and workstreams.

  • Develop project estimates for planning, analysis, design, construction, testing, and implementation activities.

  • Work with technical and business leads to review, adjust, and maintain project estimates.

  • Obtain appropriate stakeholder approval for project estimates and management plans.

  • Track project progress against approved schedules and take corrective action when necessary.

  • Monitor project budgets and communicate financial status to appropriate stakeholders.

  • Manage multiple work efforts and balance project team workload and capacity.

  • Communicate project timelines, milestones, deliverables, work requests, and target dates to team members.

  • Coordinate project status reviews, quality assurance reviews, inspections, peer reviews, and other governance activities.

  • Develop and maintain project metrics and provide regular reporting to project leadership and stakeholders.

  • Prepare and distribute periodic project status reports.

  • Present project status, risks, issues, and recommendations to senior leadership.

  • Manage project scope and ensure all scope changes follow established change management processes.

  • Develop and maintain communication plans and deliverables matrices.

  • Identify, document, and manage project risks and issues through a RAID Log.

  • Develop risk mitigation strategies and track risks and issues through resolution.

  • Proactively identify potential project obstacles and implement appropriate corrective actions.

  • Serve as the primary point of contact for project-related issues and coordinate their resolution.

  • Build and maintain strong relationships with business stakeholders, technical teams, vendors, and customer representatives.

  • Facilitate discussions between business, IT, and vendor teams to ensure project requirements are met.

  • Coordinate with application, data, infrastructure, networking, security, service management, and other technical teams as required.

  • Ensure project tasks align with business objectives, strategic direction, and service commitments.

  • Coordinate system testing with appropriate business and technical resources.

  • Plan and coordinate project-specific training and orientation sessions.

  • Deliver presentations and facilitate meetings as required.

  • Provide weekly project updates and maintain project documentation.

  • Ensure projects comply with applicable IT PMO standards, processes, methodologies, and procedures.

  • Support continuous improvement of project management processes and practices.

  • Mentor less-experienced project management staff when needed.

  • Conduct final project management evaluation and review with stakeholders.

  • Ensure successful completion and transition of project deliverables.

Required Qualifications
  • 7 9 years of relevant project management experience, with a minimum of 7 years required.

  • Active PMI PMP certification with at least 5 years of certification history.

  • Must be a current Pennsylvania resident at the time of submission.

  • Ability to work onsite in Harrisburg, PA 17101 at least one day per month, with additional onsite presence as required.

  • Demonstrated experience leading complex IT projects from initiation through implementation.

  • Strong experience with project planning, scheduling, budgeting, risk management, issue management, and stakeholder communication.

  • Excellent written, verbal, organizational, analytical, and interpersonal skills.

Preferred / Highly Desired Qualifications
  • Experience implementing SaaS solutions.

  • Strong, demonstrable experience in Public Health.

  • Experience working with Drug and Alcohol Programs or similar public-sector health programs.

  • Experience working in large enterprise or government IT environments.

  • Experience coordinating projects involving multiple technical teams and external vendors.

  • Experience with formal IT PMO methodologies and project governance processes.
