Position Overview

The Project Manager (PM) is a Key Personnel position responsible for the uninterrupted, successful performance of the USCG C5ISC food services contract. Serving as the central point of contact between LESCO corporate headquarters and the Government, the PM will maintain complete on-site authority to act on all contractual matters relating to daily execution. The PM will be fully supported by robust corporate reach-back for HR, recruiting, payroll, finance, and quality assurance.

Core Responsibilities

• Operational Leadership: Provide comprehensive oversight of all food service operations at the C5ISC Dining Facility, ensuring continuous compliance with the Performance Work Statement (PWS), FDA, USDA health codes, and federal sanitation requirements.
• Government Interface: Act as the single point of contact for the Contracting Officer and the Contracting Officer's Representative (COR). Maintain availability to the COR between 6:00 AM and 4:00 PM (EST), Monday through Friday, responding to any requests for discussion or resolution within a strict 2-hour window.
• Site Presence: Maintain continuous physical presence at the Dining Facility during all hours when contract employees are working (or coordinate seamless coverage with the designated Alternate Project Manager).
• Event Coordination: Serve as LESCO's direct representative for the strategic planning, coordination, and execution of all special events at the facility.
• Quality & Compliance: Implement and monitor rigorous Quality Control/Quality Assurance (QC/QA) procedures to ensure high customer satisfaction and strict adherence to contract performance metrics.
• Staff Management: Manage, schedule, and lead all food service personnel, ensuring staffing levels meet the required Full-Time Equivalents (FTEs) to efficiently cover all aspects of the operation and allow sufficient and timely service to all patrons.

Required Qualifications

To be considered for this Key Personnel position, candidates must meet one of the following two experiential pathways mandated by the Government contract:

Pathway 1: Degree & Experience

• Minimum of a two-year degree in hotel/restaurant management or a related field from an accredited college or university.
• No less than five (5) years of experience beyond the degree program managing or serving as an Assistant Project Manager or Manager for institutional food service programs comparable in size and complexity to the C5ISC dining facility.

Pathway 2: Experience Substitution

• Extensive experience, defined as not less than ten (10) years in progressively more responsible positions within an institutional food service program comparable in size and complexity to the C5ISC.
• A minimum of two (2) of those ten years must have been served directly as an Assistant Project Manager or Manager.

Additional Requirements

• Language Proficiency: Must be fully fluent in reading, writing, speaking, and understanding the English language to carry out all assigned duties.
• Clearance/Security: Must be able to pass all required background checks and conform to all security regulations required to enter the Government installation.
• Professional Alignment: Must demonstrate a metrics-oriented, process-driven approach to management, utilizing continuous process improvement and risk-based thinking.
