Incumbent serves as Project Manager for the Tippecanoe County Assessor's Office, responsible for creating and maintaining mass appraisal models for commercial/industrial real estate, collecting and cataloguing real estate data to annually calibrate models, manage commercial/industrial appeals, run ratio studies, contribute to annual adjustment reports and providing assistance to the public.

DUTIES:

  • Receives and reviews commercial/industrial parceling data and permit construction plans to classify and value new commercial and industrial parcels.
  • Oversees assigned staff and manages projects related to commercial and industrial property mass appraisal via: income capitalization, sales comparisons, replacement/reproduction cost and/or multi-variable regression (AVM). Maintains a database of commercial and industrial valuation models and substantiating documentation, research and work files.
  • Conducts research and public surveys to harvest data relevant to the formulation of mass appraisal models. Analyses and reviews sales disclosure database to identify and quantify trends.
  • Performs periodic ratios studies to ensure mass appraisal models for commercial and industrial property conform with guidelines prescribed by IAAO 2007 Guide to Ratio Studies, the Property Tax Assessment Board of Appeals (PTABOA), the Department of Local Government Finance (DLGF), and the Department of Revenue. Reviews data and prepares files for submission to DLGF for annual adjustments. Performs periodic tests to ensure LSA and DLGF data compliance requirements and submission timelines are achieved.
  • Validates and researches real estate transactions to determine viability and adjustments required to use in mass appraisal.
  • Manages appeal processing, review and litigation. Delegates assigned staff to work on appeals as needed during the appeal cycle. Conducts informal conference with appellants. Represents Tippecanoe County at PTABOA & IBTR. Provides testimony in court cases as required or requested. Performs cost benefit and risk analysis to best allocate litigation resources.
  • Responds to inquiries from the public regarding current and past improvement and land activity for commercial, industrial, and residential properties. Speaks publicly regards assessment processes and changes
  • Periodically prepares meeting agendas and staff reports. Prepares and delivers publication data and/or legal notices regarding meetings as assigned. Stays current with applicable case law and legislative changes that govern the assessment process.
  • Periodically assists in reviewing neighborhood stratification and creating submarkets for annual adjustments and vacant land review.
  • Periodically attends training seminars/conferences.
  • Performs related duties as assigned.

Requirements

I. JOB REQUIREMENTS:

  • Baccalaureate Degree in business, management, planning, geography, construction management, or related area, or equivalent combination of education and experience in assessing, appraisal, or real estate sales.
  • Possession of or ability to obtain Level II and Level III Indiana Assessor/Appraiser Certification by the end of second year employed, and ability to retain certification while holding the position, with additional IAAO Courses 101, 102 and 300 strongly preferred.
  • Knowledge of and ability to adhere to correct application of department policies and procedures, Indiana Code and Administrative Rules, DLGF guidelines, LSA guidelines, County and City ordinances regarding assessment of land and improvements in property classes, ensuring standards of the International Association of Assessment Officers are correctly applied to department work process and product.
  • Knowledge of fundamentals of real property appraisal, procedures, and techniques required to estimate market value of vacant and improved properties using standard appraisal principles.
  • Working knowledge of various computer programs and software used by the Department, including Microsoft Word, Access, Excel and PowerPoint.
  • Working knowledge of County topography, and ability to read and interpret relevant assessing laws and regulations, property legal descriptions, plats and aerial photos, and blueprints.
  • Working knowledge of standard English grammar, spelling and punctuation, and ability to complete Department forms and prepare correspondence and written reports as required.
  • Ability to operate standard office equipment, including computer, printer, typewriter, tape recorder, calculator, fax machine, copier, and telephone.
  • Ability to communicate effectively orally and in writing with co-workers, other County and City departments, developers, contractors, and their representatives, property owners, and the public with appropriate regard for professional ethics and diversity in cultural, gender and disability issues.
  • Ability to delegate task based on subordinate's strength and ability. Effectively monitors subordinates progress and quality of work.
  • Ability to work rapidly for long periods, work on several tasks at the same time, and complete assignments effectively amidst frequent distractions and interruptions.
  • Ability to work alone with minimum supervision or with others in a team environment, often under time pressure.
  • Ability to provide public access to or maintain confidentiality of Department information and records according to State requirements.
  • Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile individuals.
  • Ability to comply with all employer and Department policies and work rules, including, but not limited to; attendance, safety, drug-free workplace, and personal conduct.
  • Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.
  • Ability to process digital photographs and create appropriate archive files in assessor database.
  • Ability to perform arithmetic and statistical analysis of data. Is familiar with how to use a ratio study to validate accuracy of mass appraisal. Is well versed in various types of regression modeling and is able design and troubleshoot models.
  • Ability to apply assessing techniques and methods for process of mass appraisals in regards to income-producing property. Has a general understanding of business and factors that drive investment.
  • Ability to plan and lay out assigned work projects.
  • Ability to occasionally work extended, weekend and/or evening hours and occasionally travel out of town for meetings/conferences, sometimes overnight.
  • Possession of a valid Indiana driver's license and a demonstrated safe driving record.

II. DIFFICULTY OF WORK:

Incumbent performs duties which are somewhat restricted in scope, but are of substantial intricacy involving many variables and considerations. Incumbent exercises independent judgment in interpreting and applying state statute, administrative rules, DLGF guidelines, IAAO standards, county or city ordinances and department policies to individual cases.

III. RESPONSIBILITY:

Incumbent applies department policies, procedures and legal requirements, referring unprecedented situations to Assessor. Incumbent receives general supervision with decisions and work product reviewed primarily for compliance with department policies and legal requirements.

IV. PERSONAL WORK RELATIONSHIPS:

Incumbent maintains frequent contact with co-workers, other County and City departments, developers, contractors and their representatives, property owners, and the public for purposes of exchanging information, explaining/interpreting policies, procedures and codes, and resolving problems.

Incumbent reports directly to the County Assessor.

V. PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs a majority of duties in a standard office environment, involving sitting and/or operating computer for long periods, sitting/walking at will, close vision, handling/grasping/fingering objects, hearing sounds/communication and occasionally lifting/carrying objects weighing less than 25 pounds. Incumbent occasionally works extended, weekend and/or evening hours and occasionally travels out of town for meetings/conferences.
