    I. DESCRIPTION OF SERVICES

    Office of the Attorney General of Texas requires the services of 1 Project Manager 3, hereafter referred to as Candidate(s), who meets the general qualifications of Project Manager 3, Project Management and the specifications outlined in this document for the Office of the Attorney General of Texas.

    All work products resulting from the project shall be considered "works made for hire" and are the property of the Office of the Attorney General of Texas and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Office of the Attorney General of Texas will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

    The OAG Information Technology Services Division (ITS) is seeking a Project Manager who will be responsible for managing the procurement, configuration, scheduling, deployment and close-out of new devices for Admin and Legal staff statewide. A successful candidate will have the ability to organize a diverse team of technical and soft skilled talent, conduct meetings with stakeholders, establish effective communications, maintain a high degree of project transparency, and accurately report program status throughout its life cycle.



    II. CANDIDATE SKILLS AND QUALIFICATIONS
    Minimum Requirements:
    Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.

    8PreferredPreferred Qualifications : PMP, CSM, or ITIL certifications. Experience with Texas state agencies. Prior experience supporting statewide IT. Experience organizing logistics for deployments exceeding 800+ devices.

    III. TERMS OF SERVICE

    Services are expected to start 10/05/2026 and are expected to complete by 08/31/2027. Total estimated hours per Candidate shall not exceed 1692 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.


    IV. WORK HOURS AND LOCATION

    Services shall be provided during normal business hours unless otherwise coordinated through the Office of the Attorney General of Texas. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

    The primary work location(s) will be at 300 W. 15th St. Austin, TX 78701. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Office of the Attorney General of Texas will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

    The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Office of the Attorney General of Texas.


    V. OTHER SPECIAL REQUIREMENTS

    The ITSAC Project Manager will:

    · Lead end to end project planning, execution, monitoring, and closure for the AL Laptop Refresh Project.

    · Manage project schedule, scope, risks, issues, dependencies, and deliverables.

    · Coordinate closely with A&L leadership, Service Desk, IT Operations, Enterprise Information Security, and Asset Management teams.

    · Oversee daily deployment logistics including device imaging, scheduling of staff appointments, on site technician assignments, tracking of completion counts, and mitigation of deployment blockers.

    · Partner with ITS refresh teams to ensure smooth hardware delivery, readiness, and deployment.

    · Ensure all activities align with OAG standards, statewide guidance, and ITSAC contracting requirements.

    · Prepare and deliver regular status reports, dashboards, and stakeholder communications.

    · Maintain project documentation including plans, RAID logs, change control, acceptance criteria, and close out packages.

    · Support improvement of refresh processes for follow on divisions, reflecting lessons learned from the AL rollout.

    Minimum Qualifications

    · 8+ years of progressive IT project management experience.

    · Demonstrated leadership of hardware deployment or enterprise refresh programs.

    · Expertise in SDLC, PMBOK, Agile delivery coordination, change management, and enterprise IT operations.

    · Proven ability to communicate clearly with executives, technical teams, and end users.

    · Strong organizational, analytical, and problem solving skills.

    · Ability to manage multiple vendors and cross functional teams.

    · Proficiency with MS Project, Excel, SharePoint, Teams, and standard OAG workflow tools.

    Preferred Qualifications

    · PMP, CSM, or ITIL certifications.
