Position Summary

Oversee and coordinate assigned construction, landscape, architectural mechanical, electrical or affordable housing project activities including the planning, designing and developing of major projects; implement program goals and objectives and perform a variety of administrative, professional and technical tasks in support of assigned area of responsibility.

Essential and Supplemental Functions

ESSENTIAL FUNCTIONS: Essential functions may include but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.

  • Oversee and coordinate assigned project activities including the design, planning, scheduling, monitoring and management of all aspects of assigned projects.
  • Review assigned projects and monitor program performance to include contractor compliance in meeting goals and objectives, scope of services, budgets and feasibility of construction; recommend and implement modifications to systems and procedures.
  • Participate in developing technical data needed to plan major capital improvements including facilities, parks, structures, systems; perform supporting research and analysis; complete costs analyses and, as warranted, develop alternate design methods.
  • Act as project manager for various projects; perform site and construction inspections as required; may serve on technical advisory teams for projects managed by other departments.
  • Organize, schedule and coordinate project activities including infrastructure and other related programs.
  • Recommend and assist in the implementation of goals and objectives; establish schedules and methods for providing project coordination services; implement policies and procedures.
  • Schedule all aspects of project design and review; plan, design and evaluate alternative approaches to achieving project goals and objectives.
  • May meet with civic, business and governmental groups or homeowners to explain policies, plans and procedures related to assigned projects.
  • May conduct technical and public meetings; serve as liaison to citizen advisory committees; hold meetings with other agencies and departments as needed.
  • May participate in the selection of consultants for various projects.
  • May review project financial materials; recommend procedures for billing and paying.
  • May review and coordinate comments for current planning issues by other departments or agencies.
  • May participate in the preparation and administration of assigned budget; submit budget recommendations; monitor expenditures.
  • Prepare various reports on the status of projects and programs.
  • May participate in the selection, supervision and evaluation of assigned lower level staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

SUPPLEMENTAL FUNCTIONS:

  • Monitor program compliance with laws, rules and regulations related to provision of assigned projects and related services.
  • Perform related duties and responsibilities as required.

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Bachelors degree from an accredited college or university in engineering, landscape architecture, architectural design, planning, or business administration; and

Four (4) years of project management, implementation and coordination experience; and

To include two (2) years of lead or supervisory experience.

ADDITIONAL REQUIREMENTS:

Possession of a New Mexico Drivers License, or the ability to obtain by date of hire.

Possession of a City Operators Permit (COP) within six (6) months from date of hire.

Working Conditions

Environmental:

Office and field environment; may travel from site to site; exposure to computer screens, inclement weather conditions; work or inspect in confined spaces; work closely with others.

Physical:

Essential and supplemental functions may require maintaining physical condition necessary for walking, standing or sitting for prolonged periods of time; light lifting or carrying; operating of motorized equipment and vehicles.
