Brief Job Description:
Works under the general supervision of the IDD Behavioral Health Services Software Applications Manager.
The Programmer IV serves as a senior .NET and Angular developer and performs advanced technical consultation, mentoring, and solution leadership to ensure the technical continuity and quality of development, enhancement, and maintenance efforts for information systems supporting the HHSC Division of Behavioral Health Services.
Responsibilities include but not limited to reviewing and evaluating project plans from a technical perspective; leading analysis, design, programming, testing, and documentation activities; estimating resource requirements; developing technical specifications; conducting structured code reviews; mentoring new and experienced programmers on modern development methods and standards; and keeping management informed while coordinating effectively with other Information Technology groups.
This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required. Travel to other work locations may be required. Performs other duties as assigned.

Knowledge, Skills and Abilities (KSAs):
Knowledge of enterprise web application development using C#, ASP.NET Core/.NET, RESTful API design, JavaScript/TypeScript, Angular, HTML5, CSS3, and related front-end frameworks and libraries.
Knowledge of software architecture and design patterns for scalable, maintainable, and testable applications, including layered architecture, dependency injection, and component-based UI development.
Knowledge of database management systems such as Oracle and/or SQL Server, including data modeling concepts, query optimization, and stored procedure development.
Knowledge of software development lifecycle methodologies, including Agile and iterative delivery practices.
Knowledge of web application security principles, including authentication, authorization, input validation, data protection, and vulnerability mitigation practices.
Knowledge of Internet Information Services (IIS) and application hosting, configuration, and deployment considerations.
Knowledge of concepts and techniques for designing and building accessible web applications in alignment with applicable accessibility standards (i.e.508, JAWS etc.).
Knowledge of version controlling platforms such as Git, GitHub etc.,
Skill in computer programming and application troubleshooting across front-end, back-end, and data access layers.
Skill in writing, testing, and maintaining code for both new development and enhancement/maintenance efforts.
Skill in planning, scheduling, and prioritizing work assignments in a multi-project environment.

Graduation from an accredited four-year college or university with major course work in Computer Science, Engineering or related field. May substitute Education with direct work experience on a year-for-year basis.
Minimum of 6 years' experience developing applications using Visual Studio and C#, ASP.NET along with back-end development/integration tools and at least 3 years of Angular experience.
