Position Summary: Under the direction of the CEJA Program Director, the Program Supervisor position is responsible for overseeing the day-to-day operation and delivery of HIRE360’s Climate Works Pre-Apprenticeship program at the Springfield location. This position provides direct supervision and leadership to Springfield-based program staff, coordinates program activities, and training schedules, monitors participant progress and program outcomes, and supports compliance with applicable grant and organizational requirements. The Program Supervisor works closely with case managers, instructors, partners organizations, employers, unions, community organizations and other stakeholders to ensure high-quality program delivery and support participants as they explore and pursue career pathways in the construction industry. This position also monitors program data and performance, identifies operational needs, and communicates programmatic and technical matters to the CEJA Program Director and other organizational leadership. Responsibilities (Essential Duties and Responsibilities): - Oversee the day-to-day operations and delivery of the Climate Works Pre-Apprenticeship program at the Springfield location, including program activities, training schedules, participant services, and required documentation, ensuring effective and consistent program delivery.
- Manage, supervise, and provide leadership to assigned Springfield program staff, including setting expectations, monitoring performance, coordinating schedules, providing coaching and feedback, supporting training and professional development.
- Coordinate the implementation and ongoing development of program activities, assessments, apprenticeship opportunities, employment placement, advanced training, and other services designed to support successful participant outcomes.
- Assist with maintaining accurate candidate records, including curriculum, attendance records, enrollment, completion, and transition records in HIRE360’s database.
- Monitor participant enrollment, attendance, progress, competition, transition, apprenticeship and employment placements and other applicable program outcomes.
- Monitor and analyze program data to assess progress toward established goals, outcomes, performance measures, and grant deliverables, helping ensure compliance with applicable Climate Works requirements.
- Identify programmatic and operational issues, trends and opportunities for improvements and work with the CEJA Program Director to develop and implement appropriate solutions.
- Develop and maintain strong working relationships and coordinate effectively with participants, program staff, partner organizations, employers, local unions, community organizations, training providers and other stakeholders to support program goals and participant success.
- Provide overall support by developing, leading, monitoring and delivering programmatic and system training as required.
- Support the CEJA Program Director with budget preparation and monitors program expenses to ensure alignment with approved budgets and program activities.
- Perform other duties as assigned.
Qualifications (Knowledge, skills, and abilities): - Proficient in Microsoft Office Suite with the ability to learn new databases.
- Knowledge of case management systems such as Illinois WorkNet and/or Salesforce is a plus.
- Strong interpersonal skills, organizational skills, communication skills, and team-based project experience.
- Detail-oriented with a sense of urgency.
- Must possess excellent judgment to prioritize work, handle multiple projects at once and meet objectives.
- Strong presentation skills to clearly articulate the end-to-end candidate journey and HIRE360 program offerings to a variety of audiences.
- Demonstrated resourcefulness in setting priorities, proposing new ways of creating efficiencies.
- Flexible and a self-starter; able to multi-task while also being highly detail oriented.
Preferred knowledge, skills, and abilities: - Minimum of three years of relevant experience in workforce development, construction trades, apprenticeships, training, human services or related field.
- Demonstrated experience supervising staff, leading teams, or overseeing program operations.
- Bachelor’s degree or equivalent post-secondary education is preferred.
- Demonstrated knowledge of workforce development and/or knowledge of implementing programs and training, and/or minimum of one to three years of relevant experience in a related field such as building and construction trades, apprenticeships, training programs, or working with contractors.
- Experience with case management, participant services, workforce development, or other client-centered programming strongly preferred.
- Must have project management experience, utilizing planning and organizational skills.
- Outstanding oral and written communication skills, excellent interpersonal skills and experience collaborating in a multi-disciplinary, diverse, and dynamic team.
- Prior workforce development experience, and bilingual (Spanish/English) are preferred.
Physical Demands and Work Environment - Talking in-person/on the phone consistently.
- Prolonged periods of sitting at a desk and working on a computer.
- Stand and lift up to 20 pounds to stock office supplies.
- Frequently move from room to room to accommodate guests,
- Requires reliable transportation including state mandated insurance.
Position Type and Expected Hours of Work - This is a full-time, exempt position Standard business hours are Monday through Friday, 9:00 a.m. to 5:00 p.m.
- This position requires flexibility to work outside of standard business hours, including early mornings, evenings and weekends, based on program activities, trainings, meetings and events.
Travel - Regular travel is required to support program activities, trainings, meetings and partner engagement throughout Central and Southern Illinois and other program service areas as needed.
- Travel may include, but is not limited to Peoria, Rockford, Belvidere, Champaign, DeKalb, Bloomington, Pekin, Decatur, Belleville, East Alton, Alton, Fairview Heights, Danville, and Springfield.
