Duties Description The Office of Mental Health is recruiting for a Program Research Specialist 1 or Trainee to work within the Office of Planning. Under the direction of the Director of Workforce Development, as well as the coordinator of Community Mental Health Loan Repayment Program (CMHLRP), the Program Research Specialist 1 will work on the CMHLRP project in the Office of Planning within the NYS Office of Mental Health. The selected candidate will support the project by focusing on the following tasks.
Specific duties to include, but not limited to:
Minimum Qualifications Non-Competitive via NYHELPS:
Program Research Specialist Trainee 1 ($53,764): A bachelors degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics, research methods, or statistics.
Program Research Specialist Trainee 2 ($59,994): A bachelors degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics, research methods, or statistics, and one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data.
Program Research Specialist 1 (Journey level) ($66,951): A bachelors degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics and two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.
A masters degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics may substitute for one year of experience.
Transfer Opportunity:
Candidates must have permanent competitive status as a Program Research Specialist 1, Grade 18, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law to the Program Research Specialist 1 title; OR be eligible to transfer via Section 70.1 of the Civil Service Law into the trainee levels (Program Research Specialist Trainee 1 or 2). Transfer candidates must also possess a bachelor's or higher degree in a qualifying degree field* listed above.

The starting salary for this position will vary based on the selected candidate's education and/or experience. Candidates appointed at a trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.
For current New York State employees, the starting salary is based on the candidate's salary at the time of hire.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
