Zolon PCS (ZPCS) is seeking an experienced Program Manager to serve as Key Personnel for the FBI Advanced Support Services for Information Systems and Technology (ASSIST) contract under ITSSS2 SCOR 21. The PM is accountable for the overall performance of all contract requirements and serves as the Contractor's authorized representative for daily operational execution, ensuring secure, timely, and accurate delivery of services and deliverables.
Responsibilities:
The Program Manager is responsible for the performance of all contract requirements and will have full authority to act for the Contractor on all matters relating to daily contract operations.
Overall Contract/Project Management: Lead end-to-end management of the IT contract and ensure services align with the FBI's mission needs.
Administrative & Technical Direction: Provide administrative and technical direction to employees performing under the contract.
Staffing & Workforce Readiness: Ensure the contract is properly and adequately staffed—95% of staffing positions filled at all times—with cleared and qualified personnel capable of performing all requirements.
Recruiting & Personnel Actions: Recruit, hire, and terminate personnel as necessary to maintain staffing levels and performance standards.
Security Integrity: Ensure all contract requirements are performed in a manner that maintains security integrity at all levels and at all times.
Deliverable Quality & Timeliness: Ensure all assigned tasks and contract deliverables are accurate, delivered correctly, and submitted on time.
Visitor Access Requests (VARs): Ensure current VARs are in place for all employees at all times with no lapse in access.
Documentation Compliance: Ensure all required documentation is created in accordance with FBI procedures.
Customer Communications: Exhibit excellent communication skills and maintain frequent contact with the Government to keep them informed of personnel status, activities, and any contract-related issues.
Additional Qualifications:
Demonstrated success managing multi-team IT operations (service desk, deskside, field support, platform/tools, etc.) in a secure environment
Strong working knowledge of IT service delivery, operational governance, SLA performance management, and quality assurance
Experience implementing staffing pipelines and rapid onboarding for cleared roles (e.g., incumbent capture, surge staffing)
Familiarity with operational tooling such as Jira-based dashboards and structured transition/onboarding processes (as used in ZPCS transition approach)
Maintain 95% staffing fill rate with appropriately cleared/qualified personnel
Zero lapses in VAR coverage for assigned personnel
On-time, accurate delivery of all contract deliverables
Sustained security compliance and successful audits/inspections (as applicable)
Proactive risk/issue management with timely Government notification and resolution
Reporting & Stakeholders
Primary interfaces: FBI Contracting Officer (CO), Contracting Officer's Representative (COR), and other Government stakeholders as directed
Leads all contractor personnel assigned to the contract and coordinates with ZPCS leadership as needed
Work Conditions:
Full-time onsite work in a secure FBI facility; ability to comply with facility access, security procedures, and all Government directives related to classified/controlled environments
Education & Certifications:
Required: Bachelor's degree in technology or related field
Preferred: Master's degree in Information Technology or related field.
Experience Level:
Minimum of 10 years of experience in Information Technology.
Minimum of 5 years of experience in a management position.
