JOB DESCRIPTION
The Program Manager operates within a dynamic delivery organization focused on executing strategic initiatives across business, technology, operations, architecture, procurement, finance, legal, risk, and vendor partners. This role partners closely with executive leadership and cross-functional teams to drive enterprise transformation, modernization, application portfolio optimization, and operational efficiencies in support of Financial's long-term strategic goals.
The Impact
As a Program Manager, you will serve as the primary point of accountability for the strategic planning, governance, execution, management, implementation, and reporting of multiple large-scale projects and complex enterprise programs. Programs may involve significant organizational change, evolving scope, substantial risk, large cross-functional teams, and enterprise-wide business and technology impacts.
You will:
Lead complex enterprise programs comprised of multiple interdependent projects, workstreams, products, and stakeholder groups.
Translate strategic business objectives into integrated program roadmaps, delivery plans, milestones, governance frameworks, and measurable outcomes.
Drive program execution while managing scope, schedule, budget, resources, quality, risks, issues, dependencies, and benefits realization.
Establish and maintain effective governance structures, executive reporting, performance metrics, program controls, and decision-making processes.
Manage program financials, including business cases, funding requests, budgets, forecasts, vendor expenditures, and resource investments.
Provide strategic leadership across business, technology, operations, architecture, procurement, finance, legal, risk, compliance, and vendor organizations.
Lead enterprise risk, issue, dependency, and organizational change management activities to ensure successful program outcomes.
Drive stakeholder engagement, executive communications, organizational readiness, and adoption strategies for transformational initiatives.
Lead application rationalization initiatives, including evaluation of application portfolios, identification of consolidation opportunities, and execution of modernization and simplification strategies.
Oversee application decommissioning programs, ensuring appropriate planning, dependency management, operational transitions, data retention compliance, and retirement of legacy technologies.
Partner with technology, procurement, finance, and vendor management teams to optimize software licensing, technology investments, utilization, renewals, and vendor performance.
Govern strategic vendor contracts and technology agreements, ensuring delivery commitments, financial stewardship, compliance, and alignment with business objectives.
Identify opportunities to reduce technology debt, eliminate redundant capabilities, simplify the application landscape, and improve operational efficiency.
Champion and contribute to the advancement of Financial delivery methodologies, governance frameworks, standards, tools, and best practices.

REQUIRED EXPERIENCE:
Bachelor's degree or equivalent professional experience.
10+ years of project, program, portfolio, or technology delivery management experience.
7+ years leading large, complex, cross-functional business and technology programs.
Experience managing significant budgets, forecasts, vendors, contracts, resources, and enterprise dependencies.
Experience leading organizational change and enterprise transformation initiatives.
Advanced knowledge of program governance, financial management, risk management, and delivery methodologies.
The Ideal Qualifications
PMP, PgMP, PMI-ACP, SAFe, or equivalent program/project management certification.
Financial Services, Insurance, Wealth Management, or related industry experience.
Experience leading technology modernization, application rationalization, application decommissioning, and operational simplification programs.
Knowledge of software asset management, software licensing, vendor management, and contract governance practices.
Expertise in Waterfall, Agile, Hybrid, and scaled delivery methodologies.
Strong executive presence with exceptional communication, negotiation, stakeholder management, and influencing skills.
Proven ability to navigate ambiguity, drive strategic decisions, and lead large-scale organizational change.
Experience managing matrixed teams and influencing stakeholders across all organizational levels.
