    Description

    • Oversees all activities within DCB's Program Management Office (PgMO) to include personnel management, recruiting actions, onboarding of new HJF personnel to DCB, managing HJF travel, purchasing and administrative activities and supervises, trains, mentors, and evaluates her/his direct reports.
    • As a member of DCB's Operations office, she/he works with the Chief of Staff in organizing programs and activities in accordance with the mission, goals and strategic direction of the Branch and assists the Chief of Staff in the preparation of the PgMO annual Strategic Plan, DCB Annual Reports, Progress Reports, Proposals, Contracts/Statement of Work documents and Gantt Charts.
    • Works in collaboration with other Operations staff to oversee the timely completion of all contract deliverables and monitor risk and develop risk mitigation strategies for overall Branch activities.
    • Serves as the Liaison between the DCB Operations Office and HJF Recruiting and Human Resources to prepare, submit, and monitor new hiring actions and staff promotions for DCB's personnel actions in support of the Non-Personal Services contract and routinely handles confidential and sensitive information, to support the Branch's personnel hiring actions.
    • Works with the Chief of Staff to proactively manage and centralize hiring actions, personnel actions, travel, and purchasing, under the Operations Office while supporting recruiting efforts and monitoring new hires and staff promotions for DCB.
    • Provides regular updates to the Chief of Staff on PgMO projects, and short term/long term objectives as outlined in the annual PgMO Strategic Plan.
    • Oversees new staff in processing and orientation requirements for DCB, WRAIR and HJF; tracks completion of all activities required for proper onboarding of new staff and termination of staff as needed. Ensuring all paperwork is complete, submitted, and personnel information tracked in order to provide timely reports on personnel information to the Chief of Staff.
    • Responsible for tracking all service agreements/contracts key to DCB operations, maintaining up to date records and ensuring timely review and renewal in accordance with DCB requirements. Works closely with the Chief of Staff, Financial Analyst and Program Manager I to ensure all agreements and contracts are executed on time, services requested are provided to DCB as outlined in the agreement, and that expiration dates are monitored for timely renewal.
    • Oversees the Program Manager I activities that support DCB/HJF employee travel to include all travel-related domestic and international travel tasks for DCB's HJF employees who will travel, guiding and helping them complete information in required databases (e.g. Oracle and Alamo) and in accordance with the HJF travel policy, contract requirement and that expenses are within allowed per-diems.
    • Oversees purchasing within the Operations office, tracking proper use of cost centers, sole source requests, and expediting orders as required.

    • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

This position strategically guides one or more project managers and related technical staff to ensure they are all working effectively toward the program's stated objectives. Typically oversees moderately complex scope of work.

    This position will be in support of the Diagnostics and Countermeasures Branch (DCB), in the Center of Infectious Disease Research (CIDR) at the Walter Reed Army Institute of Research (WRAIR). The incumbent will report directly to the Chief of Staff and will provide program management support within the Operations Office in overall program management and coordination of program administrative activities across the Branch to include, but is not limited to, centralizing key activities for personnel management, developing staffing plans, recruiting, managing travel requests and expense reports. The incumbent will also provide high level meeting coordination for DCB's Operations Office to include scheduling, developing agendas and meeting summaries, as well as, tracking completion of all action items.
