Program Manager (Foia)

TechOp Solutions is seeking an experienced Program Manager to serve as the primary management contact for a federal Freedom of Information Act (FOIA) support program. This individual will oversee operations and ensure the effective integration of project management, quality assurance, performance, staffing, financial oversight, and risk management activities across the program. 

Duties:

• Direct and oversee all program activities, personnel, tasks, deliverables, schedules, and performance requirements. 

• Develop, maintain, and update the Program Management Plan, project schedules, staffing plans, quality controls, and risk-management strategies. 

• Manage personnel assigned to routine FOIA cases, appeals, litigation, and specialized program support. 

• Monitor workload, productivity, quality, budgets, and  government priorities. 

• Lead biweekly project status meetings and participate in kick-off, ad hoc, and stakeholder meetings. 

• Prepare agendas, meeting minutes, weekly and monthly progress reports, financial reports, annual reports, and transition plans. 

• Identify project risks, performance concerns, resource constraints, and schedule variances and recommend corrective actions. 

• Ensure FOIA work products comply with applicable laws, policies, standard operating procedures, and quality requirements. 

• Coordinate with the Contracting Officer’s Representative, FOIA leadership, program offices, regional locations, legal personnel, and contractor staff. 

• Recommend process and system improvements that increase the quality, efficiency, and timeliness of FOIA case processing  

• Performs additional duties as assigned. 

Requirements

• Master’s degree or higher in a relevant field. 

• 8+ years of experience in a leadership position directing project teams. 
• Demonstrated experience integrating project management, quality management, performance management, and risk and issue management. 

• Demonstrated expertise managing federal FOIA programs or similarly complex federal information-management programs. 

• Strong knowledge of the Freedom of Information Act, Privacy Act, and applicable federal disclosure requirements. 

• Experience managing budgets, staffing, schedules, deliverables, performance metrics, and subcontractor activities. 

• Excellent written communication, stakeholder-management, and presentation skills. 

• Ability to obtain and maintain the required security clearance
