Program Manager, Federal IT Modernization

Maven Group is seeking an accomplished Program Manager to lead our team supporting a large federal health agency as it modernizes and consolidates IT services across its operating components. In this Key Personnel role, you will be the accountable executive for the program and Maven's voice to client leadership, the governance bodies steering the effort, and the Contracting Officer's Representative. Every deliverable that reaches the Government carries your authorization, and every commitment the team makes rests on your judgment about what it can deliver.

The ideal candidate has led federal professional services contracts at enterprise scale, is at home in a federated agency where many components set their own priorities, and holds a high quality bar under a fixed-price structure. You report progress plainly, separate what the team controls from what depends on others, and never let a risk or a vacancy go unspoken.

Key Responsibilities

• Serve as the accountable executive for the contract and Maven's primary point of contact for client leadership, governance bodies, and the Contracting Officer's Representative.
• Authorize every contractual deliverable before it goes to the Government, backed by an independent review from someone who did not produce the content.
• Approve each Program Increment commitment, confirming the team has the capacity to deliver what is being promised.
• Make resource decisions across the leadership, advisory, architecture, and analysis roles, including when to activate surge or teammate capacity.
• Lead a regular quality review with the Quality and Performance Measurement Lead and direct corrective action when trends call for it.
• Own the Project Management Plan and executive and operational performance reporting, and chair the annual outcomes review.
• Escalate unresolved risk, resource, and priority issues along the agreed path, and report Government dependencies separately from contractor-controlled performance.
• Monitor staffing readiness and vacancies so that every open seat has a backfill plan and an owner.

Qualifications and Requirements

• Bachelor's degree and at least 8 years of relevant professional experience.
• Accountability for a federal professional services contract, including direct work with a Contracting Officer's Representative.
• Experience directing a multidisciplinary team that produces decision-support products for senior leaders.
• Federal program management at enterprise scale, including contract accountability on a fixed-price services order.
• Experience in a federated agency environment with multiple semi-autonomous components.
• Must be able to successfully complete a federal background investigation and obtain and maintain the government credentials required for on-site client access.

Preferred Qualifications

• Experience leading an enterprise IT consolidation or shared-services transition across a federated organization.
• Familiarity with Program Increment planning and a scrum of scrums coordination model.
• Experience supporting HHS or its operating divisions (such as CMS, CDC, FDA, or NIH) or other federal health and research agencies.
• Active federal credentials or a current Public Trust determination; candidates able to start quickly are strongly encouraged to apply.

Work Location and Schedule

Hybrid. This role supports a federal client in the Washington, DC metropolitan area (Maryland), with on-site work two to three days per week and local travel among client sites as needed. 

Compensation

The anticipated salary range for this Senior Manager position is $130,000 - $170,000. This range represents Maven Group's good faith estimate at the time of posting and is not a guarantee of compensation.

Final compensation will be determined based on factors including relevant experience, skills, education, certifications, internal equity, market conditions, and geographic location. For positions supporting federal contracts, compensation may also be subject to applicable labor category requirements, contract terms, funding, and other contract-specific provisions. As a result, actual compensation may vary from the posted salary range.
