    Are you passionate about protecting children and vulnerable adults, and eager to make a meaningful difference for Idahoans? The Background Check Unit is recruiting a Program Manager to lead statewide operations within the Division of Management Services. We are seeking a motivated, and forward-thinking leader for this customer-facing unit based in Boise. The Background Check Unit conducts background checks and issues clearance or denial determinations based on state law and IDAPA. The Program Manager oversees daily fingerprinting operations and serves as part of the DMS leadership team. This role provides leadership in business operations, strategic planning, finance, and legal adjudications. At times, this position may be involved in developing legislation or modifying IDAPA rules. Experience working with sensitive or restricted data, and knowledge of CJIS, NCIC, or criminal history compliance, are helpful. The successful candidate will be collaborative, innovative, proactive, customer focused, and an effective communicator.

    This position is not eligible for telework.

    Occasional travel is required for office coverage, audits, operational needs, and conferences. Travel may occur with short notice.

    The successful applicant will be required to complete a criminal history background investigation. Employment is dependent upon satisfactory results of the investigation.

    EXAMPLE OF DUTIES:

    • Oversee the daily operations for the Background Check Unit (BCU).
    • Provide administrative oversight for BCU.
    • Provide leadership and direction related to legislation and IDAPA rules.
    • Establish and maintain BCU goals, operational metrics, policies and procedures.
    • Plan, organize, and direct work assignments and ensure compliance with all federal, state, and local standards.
    • Manage budget for BCU.
    • Act as a liaison with elected, appointed, and federal/state public officials.
    • Ensure quality control for BCU.
    • Manage and respond to customer complaints, inquiries and requests for technical assistance.
    • Be an active part of the DMS leadership team.

    MINIMUM QUALIFICATIONS:

    You must possess all the minimum qualifications below to pass the exam for this position.     • Some knowledge of management practices as well as experience providing technical proficiency, problem-solving, communication, and program area training. Typically gained by at least one-year experience managing a major Program and providing leadership of professional staff. Candidates may also qualify through completing upper-division college-level management coursework along with experience in a significant Leadership role.
