About the role:
TQL is seeking a highly capable IT Program Manager to support strategic and tactical planning, execution and delivery of complex IT programs. This role is intended for a seasoned program manager who can operate independently, influence senior stakeholders and lead multiple initiatives in an Agile and hybrid delivery environment. While deep technical expertise is valued, we also welcome candidates who bring strong program leadership, learning agility and the ability to partner closely with technical teams to bridge knowledge gaps.

What you'll be doing:
- Lead multiple concurrent IT programs and projects, ensuring alignment to business strategy and delivery of measurable outcomes
- Serve as a trusted partner to business and technology stakeholders, facilitating decision-making and managing expectations
- Provide end-to-end program oversight including scope, schedule, budget, risks, dependencies and delivery quality
- Drive change management efforts and proactively identify, assess and mitigate risks and issues
- Translate business needs into clear program objectives and execution plans in collaboration with technical teams
- Establish and maintain program reporting, health metrics and executive-level communications
- Coordinate cross-team dependencies and resource planning with development, infrastructure and operations partners
- Continuously seek opportunities to improve delivery practices, team effectiveness and business outcomes
What you need:
- Bachelor's degree or equivalent professional experience
- 3+ years of program or project management experience delivering IT or software initiatives
- Experience supporting mergers and acquisitions highly preferred
- Demonstrated ability to manage full project and program lifecycles from initiation through delivery
- Strong understanding of Agile and Waterfall delivery methodologies
- Proven experience with risk management, issue escalation and stakeholder communication
- Ability to quickly learn technical concepts and effectively partner with teams across all functions of TQL
- Excellent facilitation, communication and organizational skills
- Comfort operating in ambiguous environments with competing priorities
