Program Manager - BMx FoS

Position Summary

Lead contractor delivery across four maintenance software programs with different mission users, technical baselines and release paths. You will coordinate the team's staffing, transition, risks and deliverables while keeping day-to-day support and mandatory migration work moving. Government officials retain prioritization, acceptance and authorization decisions. This position is contingent based on award, with an anticipated salary range of $140,000-$150,000 based on candidate qualifications and final contract requirements.

Program Scope and Description

The Base Maintenance Family of Systems joins technical sustainment and functional support for FMxC2, FEM, IMDS CDB/IMDS-MSM and PAMS. The mission is dependable Air Force maintenance and logistics software, controlled modernization, secure operation and continuity through transition.

Portfolio responsibility spans FMxC2 migration, IMDS CDB/MSM sustainment, FEM/Maximo delivery and PAMS continuity. Coordinate application leads, independent testers and designated authorization specialists; this is not a replacement for those technical assignments.

Key Responsibilities

Integrated program execution

• Build an accountable delivery plan linking each program's backlog, staffing, independent testing, release evidence and Government decision dates; resolve cross-program resource conflicts.
• Maintain the monthly status/risk package and PI roadmap inputs; assess the PWS targets for milestone attainment, sprint goals and accepted deliverables rather than reporting ceremonies alone.
• Coordinate Associate Contractor Agreements, FAS interfaces and hosting dependencies through authorized channels; do not direct unrelated contractors.

Transition and mission continuity

• Organize hiring/access readiness, knowledge transfer, tool and configuration inventories, GFE accountability and application handover against contract transition milestones.
• Approve contractor coverage and escalation arrangements for extended weekday support and continuous CAT I remediation; protect core capacity instead of relying on optional surge.

Migration and assurance decisions

• Coordinate FMxC2 migration gates and sign contractor data-integrity certification only after qualified evidence review; secure COR acceptance before the next phase.
• Assign qualified owners and backups for test-strategy leadership, configuration management, program protection, COOP and authorization-support deliverables; track their actual capacity.

Qualifications

Education

Bachelor's degree in management, information technology, engineering or a related discipline preferred. Approved contract-category equivalencies govern experience substitutions.

Professional Certifications

• PMP or a comparable program-management credential preferred. SAFe/Agile delivery and risk-management training preferred; any mandatory credential follows the approved contract-category mapping.

Minimum Qualifications

• Experience leading multi-application IT sustainment or software delivery with measurable responsibility for staffing, transition, risks and customer reporting.
• Ability to reconcile release and incident demands across COBOL/C#, cloud-hosted applications and customized Maximo teams without assuming identical technical workflows.
• Demonstrated management of subcontractor commitments, formal deliverables, Government review gates and corrective actions.
• Ability to explain a controlled migration gate, a critical-incident escalation and an independent-testing boundary using concrete program examples.
• Possess or obtain and maintain Secret clearance before Government system or facility access, and complete required investigation, CAC, access and security training. A T1/NACI or CAC alone is not a substitute for Secret eligibility; sponsorship or acceptance of an interim clearance is not promised.

Preferred Qualifications

• Air Force BES or comparable maintenance/logistics IT leadership; knowledge of IMDS, FMxC2, FEM or PAMS is particularly relevant.
• Experience coordinating Agile release trains, RMF/ATO evidence and a contract transition without interruption to production support.
