Job Summary (in List Format) for Product Specialist 2/Data Specialist:

- Position supports the Health Inspection Program (HIP) within the Maine CDC, reporting to HIP Program Manager.
- Collaborates with the Office of Information Technology (MaineIT) to ensure data and system support.
- Provides technical assistance for HIP, Maine CDC, and MaineIT programs.
- Supports the DHE_Tracker application for licensing, inspection, enforcement, and reporting services.
- Tracks and manages all aspects of licensing, inspection, and enforcement data.
- Develops and manages quality assurance and quality control processes for regulatory compliance.
- Creates and runs SQL queries to facilitate QA/QC and custom reporting.
- Coordinates and advises on proper documentation within the database of record.
- Provides guidance, training, and technical assistance to staff on database and workflow issues.
- Develops standard operating procedures and conducts training seminars.
- Provides recommendations for policy changes to improve data quality and processes.
- Ensures quality control for all data entered into the DHE_Tracker system (approx. 26 users).
- Oversees business coordination, process management, and application ticket management.
- Supports application testing and manages ongoing system tasks and enhancements.
- Updates GovDelivery subscriptions and generates monthly reports for management (e.g., complaints, inspections, overdue inspections).
- Delivers data and reports to licensees, media, and the public as requested, related to public health regulations.
- Contributes to outbreak management and infectious disease control efforts.
- Works both on-site (initial orientation and as needed) and remotely, with regular team collaboration.

Top Required Skills:
- Minimum 2 years of application testing experience.
- Proficient in developing/writing SQL queries.
- Experience with Oracle databases.
- Strong analytical skills for data analysis and custom report building.
- Experience in performance monitoring and implementing quality control plans.
- Strong communication skills for interfacing with non-technical staff.
- Ability to identify and implement system/process improvements.
