Product Manager
Location: Harrisburg, PA
Duration: 10 months (Hybrid)
Position Summary:
Seeking for an Product Manager to lead the modernization of the application. This role involves defining the product vision, prioritizing the roadmap, gathering and managing user stories, and leading the design, development team, testing, and implementation of the product. The Product Manager will collaborate with business stakeholders, technical teams, architects, and vendors to ensure the modernized solution meets business needs while aligning with enterprise architecture, security, and accessibility standards.
Key Responsibilities:
- Own the product vision, strategy, and roadmap for the application modernization initiative.
- Elicit, document, prioritize, and manage business and functional user stories from stakeholders.
- Translate business needs into clear user stories, acceptance criteria, and product backlog items.
- Collaborate with solution architects, developers, UX/UI designers, and vendors to define modern technical approaches.
- Prioritize features and technical work based on business value, risk, dependencies, and strategic goals.
- Facilitate agile ceremonies as needed.
- Serve as the primary liaison between business stakeholders and the technical delivery team.
- Define success metrics and KPIs for the modernized application and track progress against them.
- Support change management, user adoption, and training efforts related to the modernized solution.
- Ensure the product aligns with standards for security, accessibility (WCAG), data privacy, and compliance.
- Identify risks, dependencies, and impediments and drive resolution.
- Provide regular status updates and recommendations to IT leadership and business sponsors.
Skills Required:
- Experience as a Product Manager leading $10M large scale public sector modernization efforts - 5 Years
- Demonstrated experience modernizing legacy applications or leading digital transformation projects
- Strong experience gathering user stories from diverse business stakeholders and converting them into actionable product backlogs
- Working knowledge of Agile/Scrum methodologies and tools (Azure DevOps, Jira, or similar)
- Experience with overseeing and testing of large data conversions
- Excellent written and verbal communication skills
- Strong organizational and prioritization skills
Desired Skills:
- Experience with enterprise application modernization
- Familiarity with Microsoft technology stack, cloud platforms (Azure), or content management systems
- Experience with process improvement and business process reengineering
- Knowledge of accessibility standards (WCAG 2.1) and public-sector compliance requirements
- Previous experience working with agencies or similar public-sector organizations
- Bachelor’s degree in Business, Information Systems, Computer Science, or related field (or equivalent experience)
- YAFOS Certification
