Overview:
GDC IT Solutions is currently seeking an experienced Product Manager to support the Pennsylvania Public Utility Commission (PA PUC) in a hybrid capacity, with 2 days on-site per week at a Pennsylvania office, including Wednesdays, and 3 days available to work remotely.
Position Overview:
As a Product Manager, you will lead the three-year modernization initiative for the CAI application, which is critical to resolving public complaints involving utility companies, while partnering with business stakeholders, technical teams, architects, and vendors to deliver a modernized solution aligned with Commonwealth standards and business needs.

- Own the product vision, strategy, and roadmap for the CAI application modernization initiative.
- Lead the planning and delivery of a large-scale public-sector application modernization effort.
- Serve as the primary liaison between business stakeholders and the technical delivery team.
- Elicit, document, prioritize, and manage business and functional user stories from diverse stakeholders across the Commission.
- Translate business needs into clear user stories, acceptance criteria, and actionable product backlog items.
- Prioritize features and technical work based on business value, risk, dependencies, and strategic goals.
- Collaborate with solution architects, developers, UX/UI designers, and vendors to define modern technical approaches, including platform, architecture, and integration decisions.
- Oversee and support testing and implementation activities, including large-scale data conversions.
- Facilitate Agile/Scrum ceremonies, including backlog refinement, sprint planning, sprint reviews, and retrospectives, as needed.
- Define success metrics and KPIs for the modernized CAI application and track progress against established goals.
- Identify risks, dependencies, and impediments and drive their resolution.
- Ensure the product aligns with Commonwealth and PA PUC standards for security, accessibility, data privacy, and compliance.
- Support change management, user adoption, and training efforts related to the modernized solution.
- Provide regular status updates, recommendations, and project insights to IT leadership and business sponsors.

- 5+ years of experience as a Product Manager leading large-scale, $10M public-sector modernization efforts.
- Demonstrated experience modernizing legacy applications or leading digital transformation initiatives.
- Strong experience gathering user stories from diverse business stakeholders and translating them into actionable product backlogs.
- Experience overseeing and testing large-scale data conversions.
- Working knowledge of Agile/Scrum methodologies and tools such as Azure DevOps, Jira, or similar platforms.
- Excellent written and verbal communication skills, with the ability to communicate effectively with both technical and non-technical audiences.
- Strong organizational and prioritization skills, with the ability to manage competing demands.

- Experience with enterprise application modernization, including migrating legacy platforms to modern architectures.
- Experience with the Microsoft technology stack, cloud platforms such as Azure, or content management systems.
- Experience with process improvement and business process reengineering.
- Knowledge of accessibility standards, including WCAG 2.1, and public-sector compliance requirements.
- Previous experience working with Commonwealth of Pennsylvania agencies or similar public-sector organizations.
- Bachelor’s degree in Business, Information Systems, Computer Science, or a related field, or equivalent experience.
- YAFOS certification.
