Duties
Help
DUTY 1: Performs career broadening assignments reviewing, interpreting, initiating and developing procurement policies and procedures. Acts as the prime project officer on extremely complex programs, many of which are without policy precedence. Maintains current knowledge in and provides expert technical guidance over contracting laws, policies, procedures, information systems, and business practices relating to the functional area assigned. Initiates rewriting of acquisition policies resulting in more streamlined guidance to field activities. Provides oral and written advice and interpretation of such impending legislative actions to field and staff organizations. Prepares responses to findings and recommendations of audit agencies. Monitors compliance with assigned policy initiatives, advises subordinate Air Force organizations, and recommends remedial action. Develops goals and objectives, generates and implements project plans and evaluates Air Force-wide systems, concepts and operations in assigned policy areas. Develops and implements training, tools and guidance as needed for Air Force-wide usage. Represents AQC in facilitating the work of a group or team for designated efforts.
DUTY 2: Performs career broadening assignments involved in researching contracting and acquisition issues to determine problem areas and develop viable solutions. Makes technical determinations in area of responsibility as to course of action to pursue and resolves problems that require inter-functional decision or acquisition reform at headquarters level. Provides technical advice to management, subordinates, peers and organizations throughout the Air Force contracting community. Spearheads organizational efforts to effect procurement transformation in the e-business area and initiates actions to ensure acquisition processes are efficient and responsive to change. Leads or participates in various contracting reviews as subject matter expert for the Air Force. Recommends implementation of corrective action when required and manages a sustained in-depth surveillance program over all Air Force field activities to determine adequacy and pertinence of guidance issues and to assure proper interpretation and application. Collects and analyzes field inputs for the purpose of communicating lessons learned/best practices and removing impediments to effective mission support.
DUTY 3: Represents the Air Force, SAF/AQ, and Directorate in contracting and acquisition issues. May serve as the United States representative on DoW, intergovernmental, or international treaty organizations. Initiates actions and interacts with officials throughout the Federal acquisition community to assure that policy and procedures effectively support Air Force acquisition needs. Provides consultative services to the DAS for Contracting, Program Element Monitors, Program Executive Officers and staffs, and Secretariat and Air Staff managers and action officers in the execution of OSD, Secretariat, and Air Staff duties. Develops Air Force sponsored legislation and Air Force positions in connection with proposed legislation. Coordinates with Congressional staff members, as appropriate. Reviews and prepares impact statements covering proposed legislation.
DUTY 4: Contract Administration and Contract Negotiation: Performs broadening assignments in policy-making for contract administration, contract negotiations, pre-award and post-award functions. Leads change by participating in various policy-making and procedures development for contracting functions such as, formulating the negotiation strategy and objectives and conducting extensive negotiations. Develops policies and procedures for highly complex contracting by employing innovative thinking and applying creative solutions. Uses consensus building skills and business acumen to develop innovative approaches to resolving complex contract issues and problems and develops new or modified operating processes.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions.
BASIC REQUIREMENTS FOR GS-13 AND ABOVE:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

B. A 4-year course of study leading to a bachelors degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
