Job Summary

Oracle is seeking a Regulatory Affairs Lead for regulatory engagement and energy strategy in

New Mexico in support of OCI infrastructure growth. This individual contributor will serve as

Oracle''s primary regulatory and government affairs representative within the state, partnering

closely with local Government Affairs, Energy, Real Estate, Legal, and Infrastructure teams.

The role focuses on building trusted relationships with county governments, the New Mexico

Public Regulation Commission (PRC), state agencies, economic development organizations, and

electric utilities including El Paso Electric (EPE) and Public Service Company of New Mexico

(PNM). The strategist will identify opportunities to accelerate power availability, renewable

energy investments, transmission and generation solutions, and other infrastructure needed to

support OCI data center growth while maintaining continuous awareness of developments

across New Mexico''s energy landscape.

Range and benefit information provided in this posting are specific to the stated locations only

US: Hiring Range in USD from: $90,100 to $209,500 per annum. May be eligible for bonus and equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle''s differing products, industries and lines of business.

Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.

• Develop and execute Oracle''s regulatory strategy for New Mexico to support OCI

infrastructure expansion.

• Partner with local Government Affairs to engage county governments, the New Mexico PRC,

state agencies, and economic development organizations.

• Build and maintain strong working relationships with EPE, PNM, and other relevant

utilities and energy stakeholders.

• Identify opportunities to advance renewable energy partnerships, long-term power

procurement strategies, and innovative power solutions supporting OCI growth.

• Monitor utility filings, commission proceedings, legislative activity, transmission planning,

integrated resource planning, and emerging energy policy affecting Oracle investments.

• Serve as Oracle''s ''ear to the ground'' on New Mexico''s energy market, providing timely

intelligence, risk assessments, and recommendations to leadership.

• Support permitting, utility coordination, and infrastructure planning to improve speed-to-

power for new OCI campuses.

• Represent Oracle in industry forums, stakeholder meetings, and regulatory proceedings as

appropriate.

• Translate regulatory developments into actionable business recommendations and

coordinate cross-functional execution.

• Lead moderately complex cross-functional initiatives while influencing stakeholders

without direct authority.

Qualifications

Required

• Bachelor''s degree in Public Policy, Business, Political Science, Engineering, Economics, Law,

or related field.

• 8-12 years of experience in utility regulation, energy policy, government affairs, public

affairs, or infrastructure development.

• Working knowledge of New Mexico utility regulation and the state''s energy landscape.
• Experience engaging state or local government agencies, utilities, regulators, or

policymakers.

• Strong relationship-building, communication, and stakeholder management skills.
• Ability to synthesize regulatory developments into practical business recommendations.

Preferred

• Experience working with the New Mexico PRC, county governments, EPE, PNM, or other

New Mexico energy stakeholders.

• Experience supporting large industrial customers, data centers, infrastructure, or renewable

energy projects.

• Familiarity with renewable energy procurement, transmission planning, integrated

resource planning, and utility economic development.

• Established network within New Mexico''s energy and public policy community.
