Executive Summary:
  • Our client is seeking a Principal Acquisition Strategy and Documentation professional for a position at Hanscom Air Force Base (AFB) in Bedford, MA.
  • The ideal candidate must possess an active Secret Security Clearance and substantial experience with the Department of Defense (DoD).
  • Candidates must meet one of the following requirements:
    • Bachelor's degree with 20 years of relevant experience (at least 10 years within the DoD), or
    • Master's degree with 15 years of relevant experience (at least 10 years within the DoD), or
    • 25 years of directly related experience with appropriate certifications (including at least 10 years within the DoD).
  • The candidate must have hands-on experience in acquisition reporting (e.g., DAES, MAR, SAR, GAO audits), and knowledge of program and/or financial management is a strong plus.

Responsibilities:
  • Possess in-depth knowledge of systems acquisition and program management principles, policies, and practices as outlined in DoDI 5000.02.
  • Understand roles and relationships across the DoD and the U.S. Air Force.
  • Utilize both qualitative and quantitative techniques to analyze and measure program effectiveness, efficiency, and productivity.
  • Support program managers in assessing cost and schedule baselines, recommend solutions, and explore alternative courses of action.
  • Effectively communicate, both orally and in writing, and produce high-quality documentation (e.g., briefings, reports, and plans).
  • Plan, research, analyze, and assess system acquisition efforts across development, production, and deployment phases.
  • Formulate strategic plans and recommend approaches to meet cost, schedule, and performance goals.
  • Develop and support acquisition reports, including both statutory and regulatory reports (e.g., DAES, MAR).
  • Support program management reviews (PMRs), senior leadership reviews, and Integrated Master Plan/Schedule (IMP/IMS) assessments.
  • Prepare and present program status updates and acquisition deliverables to senior leadership.
  • Demonstrate recognized expertise in the technical/professional discipline and oversee junior and mid-level personnel.
  • Apply comprehensive knowledge of relevant standards, procedures, and practices within program office, enterprise, or staff-level environments.
  • Establish and implement division-wide processes to ensure timely and efficient review, coordination, and approval of all documentation, reports, and management tasks.
  • Interpret complex tasks from higher-level organizations (e.g., PEO Staff, Air Staff, DoD Staff, Congressional Staff), and organize multi-functional team responses.
  • Consolidate and synthesize data from multiple programs and disciplines into clear, actionable reports for senior decision-makers.
  • Delegate effectively and manage teams to meet outlined responsibilities.
  • Perform additional duties as assigned.

Qualifications & Technical Experience Required:
  • Clearance: Active Secret Security Clearance (or higher).
  • Education and Experience (must meet one of the following):
    • Bachelor's degree + 20 years of relevant experience (including 10 years in the DoD), OR
    • Master's degree + 15 years of relevant experience (including 10 years in the DoD), OR
    • 25 years of directly related experience with proper certifications (including 10 years in the DoD).
  • Strongly preferred: Prior experience working on Air Force Headquarters Staff, especially at SAF/AQ and/or PEO Staff.
  • Required: Direct experience in acquisition reporting, including but not limited to DAES, MAR, SAR, and GAO audits.
  • Desirable: Experience across multiple acquisition disciplines, particularly in program management and financial management.
