This position serves as a trusted resource within Water Resources, helping ensure employees receive timely support while department practices remain aligned with City policies, procedures, and applicable state and federal regulations.

Compensation and Benefits:

Estimated Hiring Salary Range: $53,903.00 - $61,603.00 Full Salary Range: $46,818.00 - $83,780.00 Annually

About the Role:

As a People and Culture Business Partner, you will:

  • Administer and process paperwork related to Payroll, Workers' Compensation, Family and Medical Leave Act (FMLA), and employee Benefits for Water Resources employees and supervisors.
  • Participate in the hiring process, including monitoring interviews and completing Global Human Resources (GHR) entries for new hires, promotions, and terminations.
  • Serve as a resource for employees and supervisors regarding the department's timekeeping system, including related activities, questions, and concerns.
  • Coordinate and support departmental new hire orientation activities.
  • Communicate and provide updates to supervisors and employees regarding City and departmental policies and procedures.
  • Create, modify, and prepare professional business correspondence to address specific circumstances and employee needs.
  • Plan, organize, implement, and administer assigned programs and tasks with minimal direction.
  • Establish priorities and allocate resources appropriately while managing multiple responsibilities and changing needs.
  • Maintain accurate records and documentation while ensuring employee information is handled with appropriate confidentiality.
  • Protect confidential employee information in accordance with applicable requirements, including Health Insurance Portability and Accountability Act (HIPAA) requirements and City policies.
  • Help improve departmental efficiency and promote compliance with City policies and applicable state and federal regulations.
  • Exercise sound judgment, dependability, and accuracy when handling sensitive employee and employment-related matters.
  • Provide backup support to other departmental assistants and assist with their responsibilities as needed.
  • Communicate effectively with employees, supervisors, and other internal partners through both verbal and written communication.

Qualifications

Minimum Qualifications:

  • Associate Degree

  • "OR" a High School diploma "and" 5+ years of Human Resources, Benefits, and/or Administrative-related experience

  • NC Notary (must obtain within 6 months of employment)

  • 1+ years of Human Resources, Administrative Support, Benefits administration, and/or related experience (i.e., Background verification, E-verify/ I-9, New Hires/Onboarding, etc.)

  • 1+ years of experience working in a high-volume customer service environment

  • Advanced experience with Microsoft Office Suite

  • Valid Driver's License

An Ideal Candidate Would Also Possess (Preferred Qualifications):

  • Bachelors Degree in Human Resources, Business Management, or a related field

  • Experience working with the Workforce Management (WFM) timekeeping system

  • Advanced computer skills with an HRIS system such as GHR
