The Department of Natural Resources (DNR) is looking for a Payroll Manager to lead the payroll team within the Office of Finance, Budget, and Economics.

The Payroll Manager is responsible for leadership and oversight of DNR agency-wide payroll and benefits administration functions, ensuring payroll is processed accurately, timely, and in compliance with applicable state and federal requirements. This position supervises a six-person payroll team, managing with clear expectations, assigning and prioritizing work, supporting professional development, and maintaining effective training.

This position oversees complex payroll transactions, including payroll processing periods, benefit payments, retirement-related activities, tax payments, overpayment recovery, and other payroll-related financial activity. Work duties include advising the Finance Manager, CFO, and agency leadership on emerging risks, required changes, and recommended courses of action.

Duties

Responsibilities:

  • Coordinate communication and outreach to employees and supervisors on current news and recurring issues affecting their pay and the administration of the leave program and other benefits, such as leave buy-out options, benefit open enrollment and retirement options, tax rate changes, general salary schedule changes, and other statewide and agency business decisions.
  • Review and approve financial transactions for the payroll run as well as payments and transfers related to administration of shared leave, garnishments, inter-agency employee transfers, benefit administration, retirement invoicing, tax and Industrial Insurance payments & reporting, salary overpayment recoupments, and deceased employee payments in accordance with Generally Accepted Accounting Principles and Office of Financial Management accountability guidelines for payroll as published in the State Administrative and Accounting Manual (SAAM).
  • Review, evaluate, and/or design internal control systems supporting accountable handling and safeguarding of agency assets to include effective reconciliation activities, quality assurance reviews, independent review, accurate budgetary reporting, transparent and open relationships with agency Budget and Accounting offices, and documentation of standardized business processes.
  • Advise the Finance Manager on business process impacts of agency policy changes and other business decisions.
  • Evaluate legislation for impact to payroll business processes and fiscal impact to payroll and benefit expenditures. Monitor changes in the federal payroll oversight environment and advise agency management on appropriate response to change.
  • Coordinate with Information Technology support and Payroll/Personnel Program to evaluate and mitigate system and business impact of disruptive events and ensure business continuity.
  • Work with agency leadership on payroll systems, issues, and changes to implement in the agency. Provide options and recommendations.
  • Direct or advise the design and implementation of business processes in direct support of customer payroll needs
  • Supervise staff in the payroll unit including planning, leading, organizing, and controlling the work performed by the unit.

Qualifications

Required Qualifications:

You must meet all the Required Qualifications and Competencies to be considered for this position. There are multiple pathways to meet qualifications, such as education, volunteer work, life skills, and experience.   • Eight (8) or more years of professional experience in payroll administration including cyclical processing of payroll and benefits; collection and remittance of employment taxes; administration of employee benefits; and interpretation and implementation of associated federal, state, and local laws, rules, policies and procedures.

AND Two (2) or more years of supervisory and leadership experience to include all aspects of workforce and performance development, effectively coaching and mentoring and providing direction and correction when required;

OR An equivalent combination of education, training, professional experience that demonstrates the required knowledge, skills and abilities.

  • Possesses advanced skills in developing and manipulating complex spreadsheets with multiple math functions, advanced filters, macros, and links to external sources of information.
  • Skills in creating custom toolbars and chart types, pivot tables, importing data from other sources, filtering lists, and using data analysis tools.
  • Skills in building a collaborative environment and establishing or maintaining consistency in business processes and technical-level decision-making.

Special Requirements and Conditions of Employment:

  • Work is performed indoors in an office environment in various workspace setups. The working environment is a smoke-free, drug-free, alcohol-free, and scent-neutral environment. Must be willing and able to work in a fast-paced environment with multiple assignments and priority deadlines. Must be able to transition easily between tasks and multiple interruptions, despite noise and other distractions.

Insurance Benefits

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
