Job Description

The Downtown Investment Authority Department is actively seeking a Parking Facility Supervisor.

This is service maintenance work at the working supervisor level in operating and maintaining municipal off-street parking facilities, including assigning and reviewing work, resolving customer and operational issues, monitoring compliance with parking regulations, coordinating minor maintenance activities, and ensuring proper revenue control and facility upkeep. Work requires knowledge of techniques, methods, and procedures used in supervising the activities of operating and maintaining parking facilities, which is learned on the job or through specialized training. Knowledge of local and state parking laws and issues effective parking citations and invoices for vehicles parked in garages and surface lots. Schedules, assigns, monitors, directs, reviews and evaluates the work of assigned staff. Contacts with others require skills in understanding and/or influencing people and are important in providing client services, including skills of persuasiveness, assertiveness, and sensitivity to others' point of view that are required to influence behavior, change an opinion, or turn a situation around. Work is semi-routine where tasks are covered by procedures or precedents, but some latitude is permitted to consider the most appropriate method, technique, or procedure to follow. Work involves differing situations requiring use of judgment in searching for solutions or new applications within ones own experience. The work is performed in both an office and field environment, but the risks and hazards are minimal, known, predictable, and controllable. Work includes night, weekend, and city-observed holiday operations and in extreme weather conditions. Operates telephones, motor vehicles, computers using word processing applications, assortment of hand tools and standard office equipment. Work involves moderate physical activity and demands which may include lifting objects, such as equipment and/or supplies weighing up to 50 pounds. The physical demands consist mainly of standing, sitting and walking. The work is performed under general supervision where the work assignments are varied and although subject to standard practices and procedures, the worker is permitted some latitude to set own priorities subject to superior's approval.

Examples of Work

  • Schedules, assigns, monitors, reviews, directs and evaluates the work of subordinate staff engaged in customer service, general maintenance and custodial care of parking facilities.
  • Coaches, instructs, trains and provides technical assistance to assigned staff.
  • Oversees the operation of parking facilities and scheduling of staff for special events.
  • Works with various stakeholder groups that impact daily operations, including City, Federal, and State government agencies and local businesses.
  • Inspects parking facilities and observes staff to ensure proper operations and facility conditions.
  • issues parking citations/invoices to vehicles parked in violation of local and state laws while in garages and surface lots, as necessary.
  • Prepares various reports, correspondence and office records, e.g., status project reports, daily time sheets and daily revenue analysis sheets.
  • Operates standard office equipment such as personal computer using Microsoft Office and parking and revenue control system software.
  • Recommends improvements and changes to management concerning efficiency, and safety issues within the parking facilities.
  • Collects, reconciles, and deposits cash adhering to established city policies.
  • Identifies supply needs, adhering to established purchasing approval policies.
  • Audits assigned safe and maintains records.
  • Ensures assigned vehicles are properly maintained and safe for daily use.
  • Keeps inventory of all supplies and forms, and reorders stock as needed. Coordinates with Surplus, as necessary.
  • Responds to inquiries, requests, and complaints from the general public.
  • Troubleshoots, maintains, and operates parking equipment, sweepers, blowers, and other equipment and tools.
  • Communicates clear direction, manages for results, and leads organizational change.
  • Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing, and motivating employees.
  • Demonstrates proficiency in the City of Jacksonville's competencies.
  • Performs related duties as required.

Knowledge, Skills and Abilities

  • Knowledge of Public Parking Division Policies and Procedures Manual.
  • Knowledge of the various types and operation of equipment, parts and supplies utilized within the division.
  • Knowledge of local and state parking laws.
  • Ability to issue effective parking citations/invoices for vehicles parked in garages and surface lots.
  • Ability to make routine repairs on parking equipment.
  • Ability to schedule, assign, review, direct and evaluate the work of subordinate staff.
  • Ability to train subordinate staff in the correct and safe operation of equipment and performance of their duties.
  • Ability to read, comprehend and apply various types of written material.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to operate standard office equipment such as personal computers using word processing, spreadsheet, database and other related software, peripheral and electronic devices, copiers, calculators and scanners.
  • Ability to perform basic mathematical calculations.
  • Ability to exercise sound judgment to make independent decisions.
  • Excellent interpersonal and customer service skills
  • Ability to operate a motor vehicle.

Open Requirements/Supplemental Information

  • Four (4) years of education and/or experience in the administration, operation, enforcement oversight or maintenance of facilities or a related field.
  • Supervisory experience in a related field may substitute for required experience at the rate of one year of supervisory experience for one year of general experience. Related fields may include parking operations, transportation services, facility management, or other roles involving public infrastructure oversight.
  • Experience in coordinating staff, assigning work, interpreting policies or regulations, and resolving operational or enforcement issues preferred. Experience in a parking environment preferred.
  • Must be bondable.

LICENSING/CERTIFICATION/REGISTRATION:

  • Must possess a valid drivers license prior to appointment and must be maintained during employment in this class.
  • FLA Parking Enforcement Specialist Certificate must be secured within six months and maintained during employment in this class.
  • Must qualify for prior to appointment, obtain, and maintain a City of Jacksonville public driver certification for employment in this class.

  • The probationary period for this class is twelve months.
