Operations Site Lead

AFS is seeking an Operations Site Lead to own all on-site activities and manage all personnel at their assigned location, serving as the single point of accountability for site operations, facilities coordination, and personnel administration. The Operations Site Lead ensures the site is staffed, secure, and operating smoothly, and is the primary point of contact for site-level personnel matters from onboarding through roll-off. They oversee the Supervisor and SME Supervisor roles at the site, ensuring shift operations and workstream execution run effectively, while owning the administrative and personnel functions that sit above day-to-day shift management.

The Site Lead reports directly to the Program Lead and is the escalation point for site-level issues that cannot be resolved by the Supervisor or SME Supervisor. The Site Lead is distinct from the Supervisor and SME Supervisor roles in scope: those roles own shift-level and workstream-level execution, while the Site Lead owns the site itself; its personnel lifecycle, facilities/access, and overall operational posture. The SME provides Site Lead coverage as needed during absences or gaps. 

Work Schedule Monday–Friday, 8-hour shift. Participation in on-call rotation, which spans weekends and holidays. After-hours coverage for site-level emergencies. Work is performed onsite with access to specified workspace.

The Work:

• Serve as the single point of accountability for all on-site activities and personnel at the assigned site.
• Own the personnel lifecycle for site staff: onboarding, in-processing, badging/access coordination, and roll-off/out-processing.
• Assist incoming personnel with badge requests, facility access, and required site in-processing steps.
• Serve as the primary point of contact for personnel issues arising at the site (conduct, attendance, conflicts) and coordinate resolution with leadership/HR as needed.
• Support the Supervisor and SME Supervisor roles at the site, ensuring shift operations and workstream execution are running effectively.
• Serve as the site-level escalation point for issues that exceed Supervisor or SME Supervisor authority.
• Coordinate site facilities, physical security, and access management with relevant site/facility points of contact.
• Maintain overall situational awareness of site staffing levels, coverage, and readiness; coordinate with Supervisors on coverage gaps.
• Report site status, staffing, risks, and personnel matters to the Program Lead.
• Coordinate with the customer site POCs on site-level administrative and operational matters.
• Ensure site compliance with program, customer, and facility security requirements.
• Maintain site documentation: rosters, access logs, onboarding/roll-off records, and site-specific procedures. 

Here's what you need:

• 5 years experience owning site-level operations and personnel administration in a government/customer-facing environment.
• Experience with personnel onboarding/off-boarding processes, including facility access and badging coordination.
• Experience handling personnel issues and coordinating with HR/leadership on resolution.
• Strong organizational skills to manage staffing, coverage, and compliance across a full site. 

Bonus points if you have:

• Prior experience as a site or facility lead on a similar cleared government program.
• Familiarity with facility security/access control processes for cleared environments.
• Experience directly managing or overseeing operational personnel.
• Relevant certifications in security management, facility operations, or personnel administration. 

Security Clearance:

• Must have an active TS/SCI clearance with Polygraph
• Must have a valid US Passport
