NCDPI - Business Analyst- Mid Level

Translate business needs into clear functional requirements, user stories, system specifications, and business process documentation. - Coordinate the design, testing, and implementation of new financial data systems, dashboards, and reporting tools.

Job Summary (List Format) Business Analyst Financial Systems (NC DPI, Raleigh, NC)

- Facilitate and lead requirement-gathering sessions with finance, program, and IT teams.
- Analyze K 12 financial data, including budgets, allotments, expenditures, revenues, payroll, and grants.
- Translate business needs into clear functional requirements, user stories, system specifications, and business process documentation.
- Coordinate the design, testing, and implementation of new financial data systems, dashboards, and reporting tools.
- Develop and maintain business process flows, requirements traceability, data dictionaries, and user guides.
- Support compliance reporting by ensuring the accuracy and integrity of state and federal data submissions.
- Collaborate with developers and data engineers to ensure correct implementation of business rules and calculations.
- Identify process improvement opportunities and recommend solutions for enhanced efficiency and data quality.
- Provide training, knowledge transfer, and ongoing support to financial staff and end users.
- Serve as a liaison between business stakeholders and technical teams to ensure shared understanding and alignment.

Qualifications:

- Bachelor s degree in Business Administration, Finance, Accounting, Information Systems, or related field.
- 5 8+ years experience as a Business Analyst, preferably in financial systems or the education sector.
- Strong understanding of financial data, accounting principles, budgets, and grants.
- Proficiency in SQL, Excel, and financial data analysis tools.
- Experience with ERP, data warehouses, or financial management systems.
- Exceptional documentation skills (requirements, user stories, test cases, process mapping).
- Excellent facilitation, communication, and stakeholder management skills.
- Familiarity with state or federal financial reporting requirements (preferably in education/K 12 sector).
- Preferred certifications: PMI-PBA, AgileBA, or equivalent.

Preferred Skills:

- Experience with K 12 education finance (allotments, funding formulas, payroll, grants).
- Knowledge of NC DPI financial systems and reporting processes.
- Exposure to Snowflake, Oracle, or other cloud-based data systems.
- Familiarity with Agile/SDLC methodologies.
- Ability to work independently and manage multiple priorities.

Location: Onsite in Raleigh, NC.
