NCDPI - Business Analyst - Expert

Serve as a hybrid Business Analyst/Project Manager supporting financial systems at the North Carolina Department of Public Instruction (NC DPI). - Utilize proficiency in SQL, Excel, and financial data analysis tools; experience with ERP, data warehouses, or financial management systems.

Business Analyst / Project Manager Financial Systems (NC DPI)

- Serve as a hybrid Business Analyst/Project Manager supporting financial systems at the North Carolina Department of Public Instruction (NC DPI).
- Facilitate and lead requirements-gathering sessions with finance, program, and IT stakeholders to capture, validate, and prioritize business and technical needs.
- Analyze and interpret K 12 financial data, including budgets, allotments, expenditures, revenues, payroll, and grants.
- Translate business needs into clear functional requirements, user stories, process documentation, and system specifications.
- Coordinate design, testing, and implementation of financial data systems, dashboards, and reporting tools.
- Develop and maintain business process flows, requirements traceability matrices, data dictionaries, and user guides.
- Ensure compliance with state and federal financial reporting requirements through accurate and timely data submissions.
- Partner with developers and data engineers to ensure correct implementation of business rules and calculations in financial systems.
- Identify and recommend process improvement opportunities to enhance efficiency and data quality.
- Provide training, knowledge transfer, and ongoing support to finance staff and end users.
- Act as a liaison between business and technical teams to ensure alignment and shared understanding of project goals.
- Apply project management best practices, including scope tracking, issue management, and timeline monitoring to support iterative delivery.
- Manage multiple priorities independently, balancing responsibilities as both a Business Analyst and Project Manager.
- Utilize proficiency in SQL, Excel, and financial data analysis tools; experience with ERP, data warehouses, or financial management systems.
- Prepare and maintain comprehensive documentation (requirements, user stories, test cases, process maps).
- Preferred candidates will have experience with K 12 education finance, NC DPI systems, and cloud-based data systems such as Snowflake or Oracle.
- Familiarity with Agile/SDLC methodologies and ability to apply iterative approaches to requirements and delivery.
- Bachelor s degree in Business Administration, Finance, Accounting, Information Systems, or related field required.
- Preferred certifications include PMI-PBA, PMP, AgileBA, or equivalent.
- Position is onsite in Raleigh, NC.
