NC DHHS Senior Business Analyst

Job Summary (List Format): Senior Business Analyst NC DHHS ITD (DCDEE EEIS Project)

- Conduct stakeholder analysis and market research to inform project direction.
- Gather, analyze, and document business, functional, and technical requirements.
- Develop and document current and future state business process workflows using BPM standards.
- Create context diagrams, functional decompositions, use cases, wireframes, entity relationship diagrams, data dictionaries, and system context diagrams.
- Perform gap analysis and prepare business process models and supporting documentation.
- Maintain requirement traceability matrix and ensure alignment of requirements throughout the project lifecycle.
- Prepare, update, and manage project documentation and artifacts in line with PMO methodologies.
- Collaborate with Project Managers, Portfolio Managers, developers, and end users to ensure application design meets business needs.
- Contribute to procurement activities, including creation of RFPs and evaluation criteria.
- Support system testing (functional, integration, UAT), including development of test scenarios and cases.
- Facilitate system go-live activities, ensuring smooth transition and implementation.
- Prepare and distribute meeting minutes and other documentation to various stakeholders.
- Develop user stories, acceptance criteria, and other Agile project artifacts.
- Utilize tools such as JIRA, Confluence, Microsoft Office Suite (Word, Excel, PowerPoint, Visio), and Microsoft Project.
- Leverage strong analytical, communication, negotiation, and problem-solving skills.
- Work independently and collaboratively in cross-functional teams, maintaining productive relationships with stakeholders.
- Apply knowledge of business analysis methodologies, SDLC concepts, IT Service Management, and PMI PMBOK standards.
- Experience collaborating with Product Owners and stakeholders to derive business requirements.
- Demonstrate excellent documentation, presentation, leadership, and team-building abilities.
- (Preferred/Desired): Experience with State government projects, Salesforce platform, healthcare, and Salesforce BA certification.
