NC DHHS Business Analyst

Collaborate closely with Project Managers, Portfolio Managers, developers, and end users to ensure solutions meet business needs. - 7+ years in business system analysis, requirements gathering, business process design, and use of business analysis tools (JIRA, Confluence, Microsoft Office, Visio).

Job Summary (in List Format):

- Serve as Senior Business Analyst for the NC Department of Health and Human Services IT Division, supporting the DCDEE EEIS Project.
- Conduct stakeholder analysis and market research to inform project direction.
- Identify, document, and analyze current and future state business processes using BPM standards.
- Develop and maintain process workflows, context diagrams, functional decompositions, wireframes, ERDs, data dictionaries, and system context diagrams.
- Perform gap analysis and document findings.
- Gather, develop, document, and validate business, functional, and technical requirements; maintain the Requirement Traceability Matrix.
- Develop business, stakeholder, solution, and transition requirements.
- Prepare project documentation, analysis reports, and user guides in compliance with PMO and BA methodologies.
- Collaborate closely with Project Managers, Portfolio Managers, developers, and end users to ensure solutions meet business needs.
- Provide business analysis input for procurement documents such as RFPs and assist in drafting these documents.
- Support functional and integration testing, including UAT, by developing test scenarios and cases.
- Participate in system go-live activities as needed.
- Prepare and distribute meeting minutes and other Agile documentation, including user stories and acceptance criteria.
- Utilize business analysis methodologies, problem-solving skills, and negotiation skills in a cross-divisional team environment.
- Apply knowledge of SDLC, IT Service Management, and best practices in business analysis.
- Use JIRA, Confluence, Microsoft Office Suite, Visio, and Microsoft Project extensively.
- Demonstrate strong communication, relationship-building, analytical, and leadership skills.
- Preferred: Experience working with State government, Salesforce platform knowledge, healthcare-related experience, and Salesforce Business Analyst certification.

Required Experience and Skills:
- 7+ years in business system analysis, requirements gathering, business process design, and use of business analysis tools (JIRA, Confluence, Microsoft Office, Visio).
- Experience in developing procurement documents, collaborating with stakeholders, and creating sequence diagrams/flowcharts.
- Strong attention to detail, creative thinking, and problem-solving skills.
- Excellent communication skills (verbal and written).

Preferred/Desired:
- State government experience.
- Salesforce platform knowledge and certification.
- Healthcare sector experience.
