Position Summary
Execute, coordinate and serve as a materials management and fulfillment expert supporting complex projects for the business units, in accordance with all Corporate, Supply Chain, sourcing and material strategies. Coordinate resources, equipment and processes to perform and improve Supply Chain services delivery to the customer. Plan and develop material fulfillment and asset disposal methods which have unique or controversial problems and have a significant impact on the corporation. Provide materials management process leadership for a portfolio of complex construction projects with a material budget in excess of $15M annually or assigned internal business unit. Available for emergency and storm operations including on call coverage as necessary. Ensure compliance with Inventory/Material Management Policies and Procedures and is responsible for achieving inventory management, material availability, and process improvement objectives. Mentors Associate Supply Strategist and Supply Strategist.
Essential Responsibilities
Manages and maintains relationships with vendors, logistics, buyers/planners, accounts payable, project managers, construction, engineering, and standards on the successful execution of material fulfillment activities. Works to resolve complex material fulfillment solutions based on job specifics and conditions. Capable to prepare and deliver presentations on business unit projects, supply chain processes, and strategic initiatives. Counsel Business Units on applying analysis, industry knowledge, and insight on material fulfillment trends being observed.
Expert knowledge of supplier programs, manufacturing processes for commodities and highly engineering equipment, and major commodity fulfillment process. Ability to negotiate with suppliers to mitigate delivery risk by creating complex solutions to support critical material fulfillment strategies. Manage the logistics of direct material delivery. Act as subject matter expert on developing and evaluating material fulfillment strategies. Perform ad-hoc data compilation and analysis functions and assist in the review and performance management of suppliers material fulfillment strategies evaluated by the Strategic Sourcing organization.
Provide expertise, advice and counsel to all levels of Xcel Energy personnel, contractors and suppliers, and establish effective working relationships with internal organizations and external entities. Provide analysis, guidance and governance for corporate and Supply Chain policies, procedures and process controls fleet wide.
Communicate project-related material status to all levels of Xcel Energy personnel including management.
Expert knowledge of project planning, scheduling and material fulfillment concepts as well as industry trends. Represents Supply Chain at field and corporate level work management meetings. Tracks material fulfillment concepts and process improvement concepts in support of an improved work management process. Ability to manage materials and provide work direction to others, on large projects. Leads process improvement initiatives as assigned. Leads initiatives to improve performance and resolve issues or disputes of moderate to complex scope.
Advanced knowledge of material planning, scheduling and fulfillment concepts as well as available industry trends. Participate in material management process to understand key project milestones and overall schedule to be supported by supply chain. Responsible for achieving milestones related to material requisitioning, material fulfillment and asset disposition. Represent Supply Chain at site work management meetings and recommends material fulfillment / disposition solutions to project scheduling experts. Ability to manage materials for most complex projects and provide work direction to specialists and associates as required.
Analyze process gaps and opportunities to drive incremental performance improvements in the material fulfillment process. Interface with Project Managers and Buyers/Planners to develop accurate material forecasts and plan deliveries. Prepare reporting/analysis in a manner that provides insight and drives change. Utilize reporting and presentations to provide work direction to specialists and associates in support of business unit material requirements.
Provide expertise to assure material fulfillment process is in accordance with approved corporate and Supply Chain procedures. Provide subject matter expert advice and guidance to Buyers/Planner and end users about material fulfillment strategy. Create recommendations to remediate material availability risk and interface with buyers/planners and vendors to ensure correct inventory settings in materials database. Analyze and administer reporting functions related to material availability levels, etc. Build and utilize complex material forecast reporting processes to ensure material supply availability. Advise on the application of complex reporting within material categories.
Lead process improvement initiatives through partnering with other process participants, to successfully lower costs while continuing to improve service levels. Act as a change advocate on initiative teams.
