Manager, Technology Transfer & Post-Award Compliance

Responsibilities

The Manager, Technology Transfer & Post-Award Compliance will manage and advance the NYBCe technology transfer function and enterprise intellectual property portfolio, including innovations arising from therapeutic research in infectious disease, benign hematology, cell therapy, diagnostics, and related life sciences programs. In addition, this role provides post-award administration support to the Office of Sponsored Programs (OSP), helping ensure sponsored research awards are set up, financially monitored, compliantly reported, and closed out in accordance with sponsor and federal requirements.

This role is integral to NYBCe’s strategy to maximize the development, commercialization, patient impact, and value of NYBCe inventions. The Manager will work closely with NYBCe’s investigators and other NYBCe staff, Business Development, Sponsored Programs, the Office of General Counsel, outside patent counsel, industry partners, and other collaborators to evaluate inventions, develop patent and commercialization strategies, negotiate technology-related agreements, and build scalable technology transfer practices.

On the post-award side, the Manager will work closely with the Executive Director of Research Administration and the broader Office of Sponsored Programs team to support award setup and account establishment, budget monitoring and financial reporting, subrecipient and compliance monitoring, and award close-out for grants, contracts, and cooperative agreements across NYBCe's sponsor portfolio (federal, state, foundation, and industry).

Technology, Licensing, and Commercialization:

• Review, analyze, and evaluate disclosures for technical merit, patentability, commercial potential, competitive landscape, and practical utility, conducting or coordinating prior art searches, market research, and technology valuation analyses as needed to support IP and commercialization decisions.
• Work with inventors, internal stakeholders, and outside patent counsel to recommend patent filing, prosecution, continuation, national phase, maintenance, and abandonment strategies.
• Develop written technology development and commercialization plans, including milestones, timelines, and recommended pathways (licensing, sponsored research, strategic partnerships, option agreements, start-up formation, or clinical translation) for inventions under management.
• Identify and engage potential licensees, collaborators, strategic partners, and investors, including pharmaceutical, biotechnology, diagnostics, and other life sciences companies.
• Prepare and disseminate non-confidential marketing materials, technology summaries, opportunity briefs, and business presentations for selected NYBCe technologies.
• Negotiate business and intellectual property terms, in accordance with NYBCe policy and in coordination with the Office of General Counsel, for NDAs, MTAs, option agreements, evaluation/testing agreements, license agreements, patent management and royalty sharing agreements, collaboration agreements, and related contracts.
• Maintain and manage the NYBCe enterprise patent and technology portfolio docket, including tracking key patent prosecution deadlines, maintenance and annuity decisions, portfolio status, and outside counsel activity; manage license-related obligations, including milestone dates, diligence requirements, fees, royalty reporting, royalty payments, and other financial or partner obligations. Establish, implement, and continuously improve standardized technology transfer procedures, templates, evaluation frameworks, intake processes, tracking tools, reporting metrics, and decision-making practices.
• Develop and maintain strong working relationships with inventors, researchers, commercial partners, funders, outside counsel, consultants, and internal stakeholders.
• Organize and lead key portfolio, licensing, and commercialization meetings; prepare clear recommendations and status reports for senior stakeholders.
• Serve as a go-to resource across NYBCe on intellectual property management, commercialization, and IP-related contracting, providing operational continuity across the technology transfer function.

Post-Award Administration Support (Office of Sponsored Programs):

• Support award setup and account establishment upon Notice of Award (NoA), including budget allocation, expense coding, and coordination with institutional finance/accounting.
• Monitor award burn rates, budget-to-actuals, and financial projections; support cost transfers, rebudgeting requests, no-cost extensions, and other post-award modifications.
• Support compliance monitoring and timely submission of required reporting, including Federal Financial Reports (FFRs), Research Performance Progress Reports (RPPRs) and other technical progress reports (in collaboration with PIs), effort reporting, and property/equipment reporting.
• Assist with subrecipient monitoring and risk assessment, sponsor prior-approval requests, and drawdown/invoicing coordination for federal, state, foundation, and industry-funded awards.
• Support award close-out activities, including final financial reconciliation, allowable cost verification, final technical reporting coordination, subrecipient final invoices, equipment disposition, and record-retention compliance.
• Help maintain audit-ready documentation for institutional, federal, and state oversight, and support OSP during federal audits and sponsor site visits as needed.
• Perform other duties as needed to successfully fulfill the functions of the position.

Qualifications

Education:

• Bachelor’s degree in Life Sciences, Biotechnology, Research Administration, Business, Public Health, or related field.

Experience:

• Five or more years of progressive experience in technology transfer, intellectual property management, licensing, commercialization, business development, sponsored programs administration. Experience should include exposure to post-award grants and contract administration, including award setup, financial monitoring, compliance reporting, and award close-out activities.
• Experience in a research institution, academic medical center, nonprofit research organization, healthcare organization or life science environment is highly desirable.

Knowledge:

• Advanced knowledge of technology transfer, patent practices, patent portfolio management, licensing, commercialization, and biomedical product development.
• Strong understanding of the legal and business implications of contracts, licenses, patent management, royalty sharing, confidentiality, materials transfer, collaboration, and evaluation agreements.
• Knowledge of FDA-regulated product development, preclinical and clinical development, translational research, IND/IDE concepts, and the clinical trials process preferred.
• Familiarity with commercialization pathways including out-licensing, option agreements, sponsored research, strategic partnerships, spin-outs/start-ups, gap funding, entrepreneurial support, and private and/or public investment.
• Proficiency with Microsoft Office and ability to use or learn IP docketing, CRM, contract management, and portfolio tracking systems.
• Working knowledge of post-award grants and contracts administration, including the NIH Grants Policy Statement, OMB Uniform Guidance (2 CFR 200), effort reporting, subrecipient monitoring, and Federal Financial Report (FFR)/Research Performance Progress Report (RPPR) submission requirements. Familiarity with electronic research administration systems (eRA Commons, ASSIST, Grants.gov) is preferred.

Any combination of education, training, and experience equivalent to the requirements above that has supplied the necessary knowledge, skills, and experience to perform the essential functions of the job.

For applicants who will perform this position in New York City or Westchester County, the proposed annual salary is $130,000 p/yr. to $140,000 p/yr. For applicants who will perform this position outside of New York City or Westchester County, salary will reflect local market rates and be commensurate with the applicant’s skills, job-related knowledge, and experience.
