Valley Water supports part of the local Federal Emergency Management Agency's National Flood Insurance Program's Community Rating System (CRS). Participation in the program allows Valley Water to document qualifying flood risk reduction activities performed throughout the county. Participating in the CRS requires that all creditable activities are documented and reported to FEMA. Valley Water CRS Program provides documentation and support to other participating cities during audits and recertifications. This position will help support the program, programmatic redesign, the CRS Users' group and committee meetings, annual reports, as well as compile data and documentation from multiple Valley Water units. This position may also provide unit-wide support for other efforts and administrative tasks and any other special assignments, as needed. Examples include supporting the community grants, public art, and water rate assistance programs.
Typical Duties:
" Perform technical and procedural work in support of the CRS program.
" Reviewing invoices and tracking consultant and grantee deliverables.
" Research and compile information and data from internal and external sources; review, organize, and summarize data collected; compare data to identify discrepancies; and present preliminary findings and recommendations.
" Organize, maintain, and update assigned record systems and databases; enter, update, and audit data to ensure quality control.
" Research and resolve inquiries through the review of records, interpretation of requirements and regulations, and coordination with multiple stakeholders.
" Compose, edit, proofread, and submit board-level correspondence, memos, operational, other reports, and various informational materials regarding assigned activities.
" Act as a steering committee coordinator, including preparing agendas and informational packets, taking notes, monitoring and tracking assignments and follow-up items, and finalizing minutes.
" Perform public outreach tasks, such as creating and updating program websites, correspondence, coordinating and tracking supply distribution for public events.
Knowledge, skills and abilities needed to do the job:
Three (3) years of experience handling a variety of analytical, technical, and administrative duties. The candidate should have strong skills in complex analysis, critical thinking, clear and concise communication, and sound judgment. The management analyst must be detail-oriented, organized, creative, flexible, and have excellent writing and communication abilities. The ideal candidate is a self-starter who can work both independently and in a collaborative team environment with various teammates, stakeholders, and subject matter experts.
Must be proficient in MS Word, MS Excel, PowerPoint, and GoogleDocs.

Applicable college curriculum or major (If intern assignment):
Equivalent to a Bachelor's degree from an accredited college or university with major coursework in public administration, business administration, accounting, finance, or a related field.
Experience One (1) year of experience performing administrative, operational, management, or financial analysis of complex issues.
Substitution Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.
Ability to pass Background, Drug Screen and if applicable Medical Screenings (i.e. Vision, Hearing, or Physical) if Required by Client.
