    Position Specific Description

    The Lead Project Manager - PGD Prevailing Wage & Apprenticeship (PWA) within Renewable Central Maintenance plays a critical role in managing and optimizing the PWA Program for PGD. The Inflation Reduction Act (IRA) established Prevailing Wage & Apprenticeship (PWA) requirements as a long-term compliance obligation for renewable energy projects seeking enhanced federal tax credits; Compliance requires paying qualified wages, meeting apprenticeship utilization thresholds, and maintaining comprehensive documentation throughout project execution. This positions oversees all PWA work for PGD, including solar, storage, wind, and Renewable Natural Gas.

    Job Overview

    Employees in this role lead and provide technical direction on business unit projects and/or project participants. Individuals plan, coordinate, and manage complex or long term projects to ensure completion of PWA requirements and construction within budgetary and scheduling guidelines. Employees are proficient in all aspects of PWA, and fully knowledgeable in the interpretation and administration of company policies and procedures pertaining to PWA and renewable energy projects.

    Job Duties and Responsibilities:

    • Supports compliance with federal, state, and local Prevailing Wage requirements, including Davis-Bacon Act and Inflation Reduction Act (IRA) labor provisions, where applicable.
    • Coordinates with internal stakeholders, contractors, and vendors to ensure prevailing wage and apprenticeship requirements are communicated, documented, and properly implemented.
    • Reviews and monitors certified payroll records, labor classifications, wage determinations, and supporting documentation for accuracy and compliance.
    • Assists with audits, reporting, and record retention associated with prevailing wage and apprenticeship programs.
    • Provides guidance to project teams regarding labor compliance requirements and applicable contract provisions.
    • Escalates potential compliance issues, risks, or discrepancies and works with stakeholders to develop corrective actions.
    • Maintains awareness of changes in prevailing wage regulations, labor compliance requirements, and industry best practices.
    • Supports project planning and execution by ensuring labor compliance requirements are incorporated into project schedules, contracts, and procurement activities.
    • Performs other job-related duties as assigned

    Preferred Qualifications:

    • Master's Degree
    • Project Management Professional (PMP)
    • Background in renewable energy, utilities, commercial & industrial, or similar sectors
    • Advanced Excel and Microsoft Suite skills
    • Ability to influence in matrixed organizations
    • Experience with maintenance cost structures and contracts
    • Labor & Regulatory Compliance programs

    • Creates and communicates presentation materials for report out and updates with various levels of internal and external stakeholders
    • Conducts external research and stays abreast of new developments or innovative advancements pertaining to the project
    • Provides coaching, leadership and direction to project team
    • Performs other job-related duties as assigned

    Required Qualifications

    • High School Grad / GED
    • Bachelors or Equivalent Experience
    • Experience: 6+ years
